Job description

The International Charitable Foundation «Alliance for Public Health» is a leading non-governmental professional organization which makes a significant impact on the epidemics of HIV/AIDS, tuberculosis, viral hepatitis and other socially dangerous diseases in Ukraine.

PEPFAR (Improving HIV Treatment Cascade for Key Populations through Differentiated Case Detection and Linkage to Care and Increased Capacity of the Center for Public Health and Strategic Information in Ukraine under the President’s Emergency Plan for AIDS Relief) project supports activities aimed in HIV case finding, linkage to care, treatment and prevention programs and encourages the use of strategic information to develop the evidence-informed country response to HIV and other related socially dangerous diseases.

Purpose: The Senior Program Officer: Monitoring, Evaluation and Research will support the strategic information activities aimed in evidence synthesis to provide data-driven recommendations for HIV case finding and treatment programs to increase their effectiveness and efficiency and develop the local capacity in monitoring, evaluation and strategic information

Contract type: civil contract

Core Requirements:

  • University degree in public health, sociology, epidemiology or related fields;
  • Minimum 3 years of experience in monitoring and evaluation of HIV, public health or social science programs;
  • Strong skills in statistical data analysis using SPSS, advance Excel skills. Knowledge of R or other common statistical software is an advantage;
  • Proven or demonstrated experience in planning and conducting social, epidemiological, or implementation/operational studies;
  • Experience in liaising with national and international institutions to identify strategic information needs;
  • Strong writing and editing ability; experience in writing proposal sections and concept notes;
  • Ability to work independently and as an effective team member; ability to prioritize among multiple competing requests;
  • Strong attention to details, analytical, prioritization and problem-solving skills;
  • Excellent verbal and written communication skills in Ukrainian and English;
  • Outstanding communication and presentation skills;
  • Ability to travel up to 10% of the working time.

Duties:

  • Perform analysis of the programmatic datasets to monitor and evaluate programs performance;
  • Perform primary and secondary data analysis, interpretation and evidence synthesis;
  • Produce analytical products (e.g. infographics, presentations) and progress reports;
  • Support and participate in obtaining routine data from national stakeholders and regional institutions for further secondary analysis;
  • Analyze HIV epidemiological, program and survey data to monitor trends and peculiarities in order to develop focused recommendations for programs;
  • Participate in the development of the proposals and protocols for the research activities with regard to the current research needs;
  • Communicate the research evidence and results of the secondary data analysis to ensure that relevant Alliance activities are well-informed and data driven;
  • Support the data sharing and data communication processes, including regular update on the Alliance’s online data platforms;
  • Contribute to the building of the national capacity in strategic information and provide technical support to the local partners in monitoring, evaluation and research;
  • Represent the organization as a spokesperson and advocate at conferences, shareholders' meetings, policy meetings, and expert gatherings;
  • Perform such other duties as may be required.
