Job description

The Recovery and Reform Support Team (RST) at the Ministry of Economy of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.

Main Duties / Responsibilities and Deliverables

The consultant is expected to support the Ministry of Economy in the following:

  • Coordinating communication and collaboration between the Ministry of Economy, other government authorities, SOEs, the European Commission, the Delegation of the European Union, external consultants, and international partners involved in the implementation of the PSO Roadmap and related donor-funded projects.
  • Collecting, compiling, and analysing of information and data from the Ministry and other public sector entities for submission to contractors and to support PSO Roadmap implementation and monitoring.
  • Review and analysis of external deliverables to ensure consistency with Ukrainian legislation, existing procedural requirements, and the objectives of ongoing reform projects; propose adjustments or solutions as needed.
  • Monitoring progress of ongoing projects involving external experts: track deadlines, identify bottlenecks, ensure alignment with terms of reference, and facilitate resolution of issues.
  • Coordination and/or participation in legal acts drafting required for the implementation of the PSO Roadmap in cases where such tasks are not included in external consultants' TORs.
  • Preparation of subordinate regulatory legal acts and providing legal analysis on issues arising in the course of reform implementation.
  • Coordination and organization of meetings, workshops, roundtables, and consultations; ensure effective use of such formats to advance project objectives and stakeholder alignment.
  • Drafting policy briefs, presentations, memos, and updates for internal decision-makers and external partners on the legal, procedural, and operational aspects of reform projects.
  • Preparing timely, high-quality progress reports and status updates on reform implementation and project deliverables for internal and external audiences.
  • Contributing to the refinement of the reform project map by analyzing collected data, identifying gaps, and helping shape future project development.

The PM will be expected to provide the following deliverables:

  • Compiled and verified information packages from the Ministry of Economy and other public sector entities, prepared for submission to external consultants and partners.
  • Draft legal acts required for the implementation of the PSO Action Plan, including draft laws and subordinate regulatory acts.
  • Analytical notes and explanatory briefs on legal and procedural issues related to the reform, including proposals to align external inputs with Ukrainian legislation.
  • Regular progress reports on reform and project implementation, including timelines, identified risks, and proposed mitigation measures.
  • Prepared materials for meetings, workshops, and roundtables (agendas, concept notes, presentations, and summaries).
  • Maintained communication logs and coordination records with public authorities, SOEs, and international partners regarding project activities.
  • Updated project implementation map, reflecting the status of tasks, key deliverables, interdependencies, gaps, and next steps.
  • Consolidated stakeholder feedback and documented alignment decisions to ensure consistent implementation and expectation management.

Qualifications and Skills:

  • Master’s degree in Law/Economics/Finance.
  • Strong analytical, communication, and presentation skills, ability to analyze large amounts of data, assess policy effectiveness and formulate proposals for its improvement.
  • Excellent verbal and communication skills, written skills in preparing legal opinions, presentations for government agencies, international partners and donors.
  • Advanced level of PC literacy (PowerPoint, Project, Excel, Word).
  • Knowledge of PSO financing principles and models, particularly in the energy, transport or social sectors (would be an advantage).
  • Knowledge and mandatory professional experience in corporate governance projects/processes, including state companies, and/or reform of state property (would be an advantage).
  • Fluency in Ukrainian and English.

Professional Experience:

  • Minimum of 5 years of general professional experience (working for the EU, international organisations and/or international technical assistance projects or SOEs would be an advantage), of which:
  • at least 3 years of proven project management experience.
  • experience in developing or analyzing regulatory acts, regulatory policies, government procedures.

Other Competencies:

  • Familiarity with Ukraine’s current reform agenda, and a good understanding of policy formulation processes and policy dialogues.
  • Ability to managed complex processes of public policy formulation and implementation, including cross-agency coordination, stakeholder engagement and policy development.
  • Ability to work in a fast-changing environment, effectively manage priorities, take responsibility for achieving results and meeting deadlines.
  • High level of ethical responsibility, understanding of the principles of integrity and managing conflicts of interest in the public sector.
  • Proven knowledge and professional experience in financial reporting and/or legal drafting will be an advantage.
  • Proven knowledge and professional experience in EU acquis, in particular, the EU State aid rules on SGEIs will be an advantage.
