Job description

The ERD Senior Manager is the technical lead for programs and activities involving Emergency Response with in-kind or Cash for basic needs, livelihoods, and system strengthening integration. It is the core focal point for ensuring the program quality and effective implementation on these activities, including the overseeing of operational functions for achieving the goals of the project.

RESPONSIBILITIES:

Under the supervision of the ERD Coordinator and with technical support from ERD Technical Advisors, the ERD Senior Manager will:

Program Delivery and Management and Implementation

  • Responsible for the overall project technical quality for CBN, in-kind, livelihoods, and system strengthening implementation, in line with the IRC Country Strategy Action Plan and the ERD Strategy in terms of priorities, frameworks and policies.
  • Collaborate with key staff and senior members of other technical sectors to centralise information around work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation (led by Senior Managers).
  • Provide technical support in field locations, including training and mentoring for field teams and partners, supervising and contributing to core aspects of the Project Cycle as BVA, spending plans, financial requests, and Procurement plans/deliveries.
  • Promote commitment to evidence-based programming practices.
  • Lead innovation, research/assessment efforts, and pilots across the country, to ensure the highest possible technical capacity is dedicated to these activities, alongside documentation of lessons learnt, adaptation strategies, and general positioning.
  • Lead dissemination of core ERD products (e.g., reports and infographics) to core ERD external partners and stakeholders.

Partnerships

  • · Oversight of partnership reports and project implementation with contracted ERD partners to monitor approaches and programming. This further entails capacity building, upon need.

Team Management / Staff Supervision & Development

  • Oversee project implementation team and ensure that all staff are following work plans and ERD project activities and outcomes are completed as planned
  • Oversee the development and implementation of staff technical capacity building and professional development plans that promotes a culture of learning and continuous training
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
  • Provide continuous performance feedback to staff; identify performance issues and work with staff and Human Resources to document and address issues in a timely manner
  • Assist with and as necessary lead the recruitment of ERD personnel

Coordination & Representation

  • Actively develop and maintain effective working relationships with key collaborators including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
  • Regularly attend relevant cluster and working group meetings at appropriate levels
  • Seek out donor opportunities in line with cash and livelihoods strategy and priorities
  • Develop partnership with local private sector actors and municipalities

Monitoring, Evaluation Accountability and Learning (MEAL)

  • Lead the analysis of information received from MEAL team for program decision making and lessons learnt integration. Development of concept notes and narrative two-pagers are further part of this component for future documentation and audit purposes.
  • Coordinate with MEAL for the selection or integration of indicators and targets in line with programs needs, to inform future decision-making processes, strategic shifts, and proposal writing (e.g., needs assessments).

Business Development and Reporting

  • Contribute to project proposals and drafting approaches, in line with ERD strategic positioning and priorities for CBN, livelihoods, and system strengthening activities and/or funding opportunities.
    • This also includes developing concept notes, narrative two-pagers for donors, logical framework, and relevant indicators.
  • Identify gaps and needs in programming areas and proactively lead assessments.
  • Facilitate co-design sessions that involve potential partners and are responsive to client needs.

Deputation Role: The ERD Senior Manager can be deputized in the absence of the ERD Coordinator.

Qualifications & Experience

Essential:

  • Bachelor’s or master’s degree in international development, Political Science, Business, or

a related field.

  • Minimum 4 years of experience in cash responses, the humanitarian or development sector.
  • Excellent relationship-building skills with donors, partners, and internal teams.
  • Strong writing, communication, and presentation skills.
  • Ability to work under tight deadlines and manage multiple priorities.
