JOB EXPERIENCE:
1. November 2022 – End of September 2024 – HIAS (US INGO)
– Head of HR and Administration (Senior Management Team); Acting Country Director for
the first 6 months of HIAS Mission in Ukraine (supervising up to 35 people) - Power of
Attorney granted by HQ can be provided upon request;
Ukraine Emergency Response Program (BHA, UNICEF, GFFO, UHF, JFNA projects)
Administration:
- Develop and manage the HIAS Ukraine Representative Office Operations from Scratch (4 Offices within
Ukraine was opened),
-act as Legal Representative of HIAS on Official meetings with stakeholders and local authorities;
- budget management and verification, ensuring the proper use of Funds according to HQ and Donors
requirements (BHA), approval and verification of all agreements in procurements and logistics, cross
check and approval of all HIAS Ukraine bank payments;
- manage relations with various stakeholders: Payroll Outsourcing company, Lawyers agency, Accounting
services, Rent agreements, Service staff Agreements, Medical Insurance for National staff, etc.;
- Ensure periodic verification of inventory and management of assets in line with relevant policies and
local standarts, fleet management;
- Ensure security management of HIAS Ukraine staff and operations;
- Ensure adherence of HIAS CO operations to organization policies, donor requirements and local
legislation;
- Play a key role in supporting the expansion and upscaling of the HIAS Ukraine offices;
- Actively participate in the Senior Management Team, providing strategic input and advice for the
country program.
HR and Recruitment:
- Lead on, design and execute recruitment plan, manage all recruitment cycle (developing ToRs, JDs,
collaboration with Hiring Managers, long-listing, short-listing, Written Tests, questionnaire, interviews, Job
Offers, pre-onboarding of the candidates;
- Lead on and oversee all HR in CO: EVP, employment as per Labor Law of Ukraine, onboarding,
trainings of staff, performance reviews, 1 to 1 meetings, staff development, eNPS, staff retention,
offboarding, 360 review, staff records keeping both in soft and hard copies, handling employees relations,
conflict resolution, timekeeping, payroll, staff benefits, staff entitlements monitoring, salaries review,
reports/analytics preparation, etc.;
- Develop wellbeing-initiatives aimed at improving staff morale, mental health, and overall work-life
balance;
- Develop the national HR manual and relevant guidelines as per HIAS guidelines and Ukrainian Labor

Policy, PSEA, etc.) and constant refreshment with staff;
- coordinate and train of admin and program staff (MHPSS/Child Protection, GBV and MEAL teams in 4
Offices) in regards of work and engagement of Community Outreach Workers, drafting the necessary
documentation templates, creating a full process of work with COWs;
2.December 2019–October 2022 - OSCE (Organization for Security and Cooperation in Europe),
HR and Administrative Associate (support of 130 National/International Mission
Members in Mariupol Patrol Hub, Donetsk Region)
Main job responsibilities:
- provide interpretation of OSCE Staff Rules and Regulations, Staff Instructions; deliver HR introduction
part of the Mission Induction Course for newcomers; provide advice and administrative support to staff on
general administrative matters related to standards of remuneration, OSCE Social Security Scheme and
Provident Fund, working hours, leave entitlements as well as procedures for leave application; raising
staff concerns/comments on relevant HR issues to the attention of management where necessary;
- monitor and verify leave balances, leave requests through tracking system (RATS), Oracle-based
HRMS and in hard copies depending on the request type; maintain accurately and timely updated
absence records in the OSCE HRMS for all mission staff, complying with the OSCE Staff Rules and
Regulations and other OSCE instructions;
- prepare documents of the international Mission members for the Ministry of Foreign Affairs (MFA) of
Ukraine regarding issuance, extensions and expirations of diplomatic cards; prepare application forms,
collect passports and arrange delivery of all documentation to the MFA; collect issued cards and
registered passports from the MFA and deliver to staff;
- prepare and issue certificates of employment for current and former Mission Members. Liaising with the
Insurance Company regarding specific health insurance cases regarding issuing letters of guarantee of
payment, etc.;
- provide administrative support for the annual performance evaluation process, entering, maintaining and
updating data in the IRMA system related to contract extensions for seconded Mission Members as per
instructions received from OSCE Secretariat/DHR/Personnel Section, including personal data and
employment information/contract details etc.;
- maintain filing system in the HR Office, ensuring that all personnel files are continuously maintained,
updated and safeguarded in permanent custody and in locked cupboards according to the relevant staff
instruction;
- administer recruitment process for national staff positions as well as internal transfer posts on all stages
(vacancy posting, candidates` shortlisting, longlisting, managing written tests, interviews, selection reports
drafting, reference checks, job offers); work in TALEO system.
- perform other duties as required.
3. July 2017-November 2019 - International Medical Corps (IMC, US INGO),
Acting HR and Administrative Manager (supervising 5 people), Mariupol city, Donetsk Region
(OFDA and UNICEF projects)
Main job responsibilities:
- provide and organize HR&Admin support to IMC Representation Office in Ukraine (Kyiv Head
Office/Mariupol Field Office), namely: ensure Offices proper operation, fleet work and maintenance,
stationary ordering and purchasing, Offices cleaning, organize travel arrangements for internal staff and
international guests, work permits, payroll preparations and verifications, Translation/Interpretation
services, etc.;
- ensure and control National/International staff onboarding, induction, performance review procedure,
termination process, 1 to 1 meetings, staff conflict resolutions, salaries review, monthly salary reports,
manage staff timekeeping, entitlements balances, payslips, personnel soft and hardcopies files,
offboarding etc. according to Ukrainian Laor Law, IMC policies and procedures, best International
