Recruitment
• Lead HR Officers in ensuring the recruiting process compliance with USAID/DAI policies.
• Job Description/Scope of work preparation. Close work with job portals and procurement of
services.
• Prescreen and analysis of candidates.
• Lead USAID salary rate justification process.
• Development, maintenance, and control of a recruiting tracker.
• Job Offer preparation.

Employment, On-boarding, Adaptation
• Ensure the employment procedure is in compliance with USAID policies, the DAI Field Operational
Manual, and the Ukrainian Labor Code.
• Collection/verification of potential Employee pre-boarding documents pack.
• Create ERP account, mail, laptop requests, etc.
• Conduct the induction procedure for newcomers, schedule welcome meetings, introduce new
employees to the team, and prepare adaptation checklists.
• Ensure the completion of the probationary period.
• Regular consultations and 1-on-1 meeting with newcomers.

Contracts Management and Records Keeping:
• Prepare and track local HR paperwork, such as Hiring/Resignation orders, Applications,
Employment Agreements, P-2 Forms, and other HR documents.
• Ensure that all Employees have the Employment Agreements with updated relevant information.
• Prepare Modifications to Employment Agreements (MODs/Amendments) for Position transfers,
Salary increases, Supervisor changes, etc.
• Ensure all relevant HR data is downloaded into the HRIS and relevant folders on SharePoint, and
enforce a confidentiality and no-access policy.
• Regular internal audit of HR files and paperwork procedures.
• Control the resignations and off-boarding procedure.
• Consulting the Senior Management Team on local HR topics, such as: staff reduction, essential
changes in working conditions, terminations, etc.
Benefits and Compensation Management
• Tracking annual/social leaves. Prepare and collect orders and applications for annual/social leaves.
• Development and maintenance of sick-leave tracker.
• Collect, check, and combine timesheets pack accuracy.
• Prepare official Staff Mapping with all changes during a pay period.
• Establish communication and procurement of mental health and medical/life insurance firms'
services.
• Establish communication and procurement of corporate/individual consultations with law firms'
services.
• Maintenance of annual merit tracker based on Employees' Performance.
• Coordinate performance evaluation process with team leads, collect Review 360 application,
questionnaires, surveys, etc.
• Participation in the calculation of the corporate bonuses program: 13th salary, UCWA
• Job description analysis and participation in developing a fair compensation system based on the
Country Compensation Plan implemented by HO.

Learning and Development
• Develop, implement, and maintain the L&D tracker of individual budget costs usage.
• Lead HR Officers in communication with finance/procurement departments for buying (or
reimbursement) of L&D programs by individual budget.
• Scheduling mandatory annual trainings for Employees via the e-learning system: ethics & culture,
IT security, etc.
• Schedule mandatory welcome training for new employees via the e-learning system.
• Organization of regular all-male-staff trainings due to military law and procedures changes.
• Lead HR Officers in organizing a series of common training sessions for all staff members (stress
management, financial literacy, etc.)
• Track performance management plan completion and share learning and development
opportunities with employees.

Military recordkeeping and the Reservation
• Full-cycle military recordkeeping and communication with conscription centers.
• Prepare an HR documents package for every male staff member for the reservation from military
conscription.
• Communicate with the Secretariat of the Cabinet of Ministers of Ukraine regarding the
reservation.
• Prepare quarterly reports of reserved male staff.
• Regular consultation for any military recordkeeping-related questions.
