- Follow-up, update and implement the Human Resources strategy and plan of action of
the mission.
- Support mission and HR department in implementing “Nationalization strategy/plan”
and its tracking and follow-up across the mission.
- Provide HR information, data, and reports to other departments.

attend interview, induction/briefings and onboarding, training, mentoring, etc.).
- Contribute to the development ACF HR policies, tools and guidelines to be used on the
mission (related to recruitment/induction/onboarding, trainings/capacity building,
internal regulation, contract follow-up, leaves follow-up, PSEA and disciplinary process,
payroll process, tax payment, performance appraisal, Gender mainstreaming, employees
file archiving, etc.).
- Supervise implementation of HR and service delivery processes on coordination
(appraisal, payroll, recruitment and onboarding, employees personnel file management
and archiving, training, Gender, PSEA, ACF values and principles, etc.) and extending
support to field offices/bases upon need/request.
- Provide technical support to ACF staff involved with HR and Service delivery tasks
across the mission (at field level).
- Analyze the legal, regulatory and fiscal environment and ensure ACF is respecting all
national legal obligations.
- Supervise HR follow-ups in country and implement HR follow-ups on base level
(including HOMERE/Payroll, GTA, Recruitment FU, Visas and TRP FU, Training FU, etc).
- Support mission in implementing and tracking annual training calendar/capacity
building plan.
- Support and facilitate the visa and residency processes, expat administration and
ensure close coordination with logistics, ROMPOL, HQs and local departments for
facilitation.
