12. Key qualifications:
Mr. Khakimzianov is a senior management consultant, energy efficiency and energy systems project and
economic and financial analysis manager. He has more than 30 years of professional experience, of which
more than a decade has been dedicated to energy efficiency, climate change and renewable energy project
development and implementation in the Ukrainian and international market as well on energy policy and
planning, macro-economic indicators and scenarios analysis of energy/electricity, in setting up PPP projects
with advisory services in the energy sector.
Mr. Khakimzianov has hands-on experience as local project coordinator within district heating for the World
Bank’s Ukraine District Heating Energy Efficiency Project (UDHEEP). For 3 years he has mediated the
cooperation between the local heat supply companies, support consultants and Central Project
Implementation Unit of Ministry of Regional Development, Construction, Housing and Utility Services of
Ukraine, financial development institutions, national and local government institutions and stakeholders.
Through this assignment Khakimzianov delivered the full set of project coordination and development
activities taking responsibility for project progress. He had passed the two days training of the Procurement
Regulations of World Bank which allowed him to prepare the annual procurement plan within Project
Framework.
He also has hands-on experience as consultant of energy efficiency in buildings, being a Task Leader on
ESCO Market Development in public buildings under UNDP Project “Removing Barriers to increase
investment in Energy Efficiency in Public Buildings in Ukraine through the ESCO modality in Small and
Medium Sized Cities”, consulting construction company «Litos» – participant of several NEFCO tenders
under the Project «Energy efficiency improvements in public buildings in the city of Chernivtsi»: Lot 1
«Capital repair of school No. 22”, Lot 2 “Capital repair of Kindergartens No. 18, 20, 15, 10” and Lot 3
