    Program / Department Summary

    Mercy Corps' Crisis Analysis teams aggregate and analyze data to improve decision making and access in complex crises. The teams support our programming in Syria, Lebanon, Democratic Republic of Congo and other locations. The teams directly contribute to data-driven decision making by layering information from primary sources, open sources and responders' programmatic data, where it is analyzed by subject matter experts and data scientists. This analysis is grounded in Mercy Corps' status as an operational NGO, keeping products constructive and relevant. Typical products and services range from informal briefings to weekly products, contributions to risk assessments, in-depth assessment of the political economy of a defined geography, deep-dives on specific thematics, etc., ranging in themes from conflict to market systems to governance, in line with programmatic needs.

    In response to the complex humanitarian situation in Ukraine as well as the regional implications of this crisis, Mercy Corps established a Ukraine Crisis Analysis team (UACAT). In 2024, UACAT will expand its reach as a broker for operationally relevant analyses. The role of UACAT is one of guiding and influencing 1) decisionmakers at policy and advocacy levels, and 2) those within the development, peacebuilding, and humanitarian sectors who are implementing programs on the ground. The team will provide insight into the national and regional economic and social impacts of the war, as well as the impact on humanitarian operations in contexts that are particularly vulnerable to the economic effects of the war.

    General Position Summary

    The Analyst is expected to bring and maintain a comprehensive knowledge of the dynamics of the Ukrainian context. The Analyst works with the Senior Analyst and Manager to contribute to briefings to stakeholders and is therefore able to present professionally and distil the ongoing analytical outputs for easy consumption. The analyst should have, and work to expand, a solid network of contacts that are well-positioned to offer insight on contexual developments.

    They will leverage their understanding of the humanitarian and development sector, and their ability to meaningfully engage with the Mercy Corps program teams, to identify trends and issues for the team to monitor and explore. These outputs will improve the ability of Mercy Corps and the wider humanitarian community to operate with impact.

    The Analyst will principally focus on supporting humanitarian and development programming in ongoing context monitoring and analysis in conflict-affected and frontline areas, with due consideration given to national and regional issues, economic trends, and stakeholder analyses. The Analyst will bring a strong understanding of the domestic, regional and relevant international economic context and closely follow developments in this area, highlighting the effect these developments could have on humanitarian and development programming in Ukraine. The analyst will also posses a nuanced understading of the domestic political environment in Ukraine, following developments in the political arena closely and regularly informing UACAT and program staff of the implications of these developments for the war in Ukraine and domestic and international assistance efforts.

    The Analyst will have principal responsibility for the drafting of regular, periodic analytical products. The structure and intent of these products will be set by the Senior Analyst, but the Analyst will be required to produce relevant, high-quality content that meets the needs of audiences.

    Essential Job Responsibilities

    Analysis

    • Lead the drafting of periodic analytical products that meet the current and future information needs of identified audiences.
    • Develop bespoke products as directed.
    • Identify new areas of focus based on the understanding of audience needs.
    • Collaborate throughout the analytical process with all colleagues in the team.
    • Conduct desk research in identified areas of focus.
    • Develop and maintain an awareness of humanitarian principles, international humanitarian law and Mercy Corps' culture and values.
    • Regularly monitor the military, political, humanitarian, socio-economic and regional/international contexts and highlight contextual developments that could impact the broader reponse to the war in Ukraine by alerting the senior analyst and other team members to such developments.
    • Other activities related to data collection and analysis as directed.

    Data Collection

    • Collect, properly store and manage data through the creation and maintenance of information systems and databases.
    • Support recruitment and management of field researchers.
    • Collect relevant and sufficient data to inform analysis, both primary and secondary.
    • Develop and maintain a network of relationships across the northeast region in order to leverage diverse perspectives and deepen insights.

    Coordination

    • Support UACAT Manager to understand information needs of program teams.
    • Provide briefings as directed.
    • Conduct regular field visits to gather regular, up-to-date information related to topics of interest.

    Security

    • Ensure compliance with security procedures and policies as determined by country leadership.
    • Proactively ensure that team members operate in a secure environment and are aware of policies.
    • Ensure compliance with and implementation of Mercy Corps safeguarding measures.

    • Commit to supporting your own professional development, and that of teammates.

    Accountability to Beneficiaries

    • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
    • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

    Accountability

    Reports Directly To: Senior Analyst

    Works Directly With: UACAT Manager, Global Crisis Analysis, Program management, security team, various external stakeholders.

    Knowledge and experience

    • Minimum of three years' experience in conflict analysis, investigative journalism, humanitarian programming, economics, research or a related field.
    • Bachelor’s degree in relevent field required, master’s degree prefered.
    • Able to demonstrate extensive experience in a variety of formal and informal approaches to data collection within Ukraine.
    • Comprehensive understanding of the economy of Ukraine.
    • A solid undertanding of the domestic Ukrainian political scene.
    • An understanding of the humanitarian sector and a knowledge of humanitariian principles in an asset.
    • Demonstrated capacity for analysis that supports decision making.
    • Able to convey complex information to a variety of audiences.
    • Ability to build and maintain networks of information sources across different geographic locations, sectors and perspectives.
    • Willingness to work and travel in often difficult and insecure environments.
    • Adapt in utilizing data analysis software and maintaining databases.
    • Familiar with ethical data collection and research methods.
    • Competency in Microsoft Office systems including Excel, Word, and PowerPoint.
    • Able to create graphs and figures using pivot tables on Excel or other data visualization software.
    • Competency in social media tools including Facebook, Telegram, Twitter, WhatsApp.
    • Fluent English required. Additional regional language capability a plus.
