HELPCODE is an international solidarity organization, active since 1988, currently operating in Tunisia, Libya, Burkina, Mozambique, DRC Congo, Yemen, Nepal, Cambodia, Slovakia and Ukraine working in health, education, protection, WASH sectors.

HELPCODE is present in Ukraine since 2022, working in the areas of education, protection, mental health & psycho-social support, material aid, supplying assistance to refugees, IDP’s, returnees and conflict affected communities.

POSITION SUMMARY:

Reporting to: Project Manager

Overall Purpose of the Position:

The Rehabilitation Technician will play a crucial role in ensuring the high-quality reconstruction and rehabilitation of schools, shelters and other appliances damaged in conflict areas. The professional will oversee and participate in the assessment, planning, implementation, and monitoring of rehabilitation activities, ensuring compliance with national standards and promoting the resilience and sustainability of educational and safety infrastructure in the different area of implementation of the project.

Key Responsibilities:

ASSESSMENT AND PLANNING:

• Conduct detailed assessments of damaged school buildings, identifying needs and priorities for rehabilitation in collaboration with engineers and other specialists;
• Carry out technical and practical feasibility studies, develop comprehensive plans for reconstruction and rehabilitation activities, including timelines, budget estimates, and resource allocation.
• Prepares the technical documentation for public administration and for the orders, oversee the rehabilitation activities, ensuring they are executed according to the project plans, within budget, and adhering to quality standards.
• Coordinate with contractors, engineers, provider, and the education authorities to facilitate smooth project implementation.
• Ensure that rehabilitation work comply with ministerial safety regulations, incorporates disaster risk reduction measures, and is aligned with best practices for sustainability and resilience.
• He/She will be responsible for the testing procedures at the end of the works.

MONITORING AND REPORTING

• Regularly monitor progress against project goals and objectives, identifying issues and implementing corrective actions as necessary.
• Evaluate the impact of rehabilitation works on improving access to and the quality of education.
• Prepare and submit regular progress reports to the Project Manager and other stakeholders.
• Work closely with local education authorities, school administrations, communities, and other stakeholders to ensure their needs and perspectives are considered in the rehabilitation process.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

• A degree in civil engineering, architecture, construction management, or a related field.
• At least 3 years of professional experience in construction, rehabilitation, or infrastructure projects, with a preference for experience in conflict-affected or disaster-prone areas.
• Knowledge of building codes, standards, and best practices in construction and rehabilitation in Ukraine, particularly in the context of educational facilities.
• Strong project management skills, including planning, budgeting, implementation, and monitoring.
• Ability to work in challenging environments and adapt to changing situations.
• Proficiency in Ukrainian and English. Knowledge of Russian is an asset.
• Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders.
