Job description

MISSION:

The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.

MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.

MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

The Health Officer (HO) — ECHO position is based in Kramatorsk.

JOB SUMMARY

Under the supervision of the Medco will assist him/her in the following tasks:

  • Health Assistant Officer (ECHO) would support the implementation of the health program by directly managing and monitoring key Health project activities in Donetsk Oblast; foster inter-departmental coordination and line managing the medical staff under the MdM-GE health portfolio in Donetsk.
  • S/He is responsible for the data collection, data analysis, monitoring and reporting related to the Health project activities.
  • Develop and nurture working relations and/or contribute to the coordination with other partners (INGOs, NGOs) and managing the relationship with the local health, social and civil authorities.
  • S/He directly supervises the activities of the MdM Germany supported Medical Mobile Units (MUs) and/or Outreach Team (OT) operations in collaboration with the MHPSS team Officers; through negotiating access to sites, developing visiting schedules, provision of medicine, equipment and capacity support.
  • S/he is also responsible for planning donations of medicine, equipment and consumables to supported facilities under health project; through collaboration with the Logistical department providing expert medical (technical) inputs to support the procurement process.
  • S/He is responsible for monitoring the support provided through donation by conducting post-delivery monitoring (PDM); contribute to overall project monitoring and reporting.
  • S/He is responsible leading capacity building initiatives for Health Care Workers (HCWs) through; conducting training needs assessment (TNAs), identification of qualified facilitators, identify training participants (liaise with local health authorities), manage and monitor the delivery of the training including monitoring post training competency/practice changes.
  • S/He is responsible to remain current with the applicable National Policy guidance (s), Clinical guidelines (National and International) for provision of care at PHC level and in the supported communities.
  • S/He is responsible for overseeing and planning for Health Promotion (HP) interventions both at the supported health facilities and / or at the communities.
  • S/He may be responsible to supporting the management and implementation of the referral program (also known as Cash Voucher Assistance — CVA) through verification of claims, suppliers' capacity assessment and monitoring if this program would be rolled-out in Donetsk

RESPONSIBILITIES DESCRIPTION:Needs Assessment:

  • Conduct/update needs assessment of the healthcare system, on the services needs/gaps & demand, health facilities capacity. Participate in the prioritization of health system needs within the framework of the project.
  • Conduct needs assessment on the health facilities to determine equipment and medical supplies for donations and participates in the prioritization of health facilities in the program.
  • Collaborate and participate, in any field survey, data collection and/or needs assessment organized by MdM Germany in relation to strengthening the national health system, programmatic needs and/or those mandated by the donor.

Project Implementation:

  • Support the implementation of all MdM Germany activities aiming at strengthening the health system in supported project areas, according to the plan.
  • Ensure that all the components of the capacity building and the MU/OT activities are consistent with national health or international quality standards, technical working group (TWG) guidance, MdM Germany guidelines and policies.
  • Support preparing the MU/OT monthly schedules and adapt them when needed, in coordination with the Liaison Officer and Logistics Officer
  • Support the implementation of the CVA program.

Reporting:

  • Report on activities to the Medical Coordinator including analysis of situation and suggestions to improve MdM Germany activities related to strengthening the national healthcare system.
  • Contribute to internal and external reports upon request of the Medical Coordinator. Collect and analyze relevant data after each capacity building event, monitor and report on quality for implemented activities.

REQUIRED QUALIFICATIONS:

Academic background:

Medical Degree from a reputable medical University

Advance Medical degree in Public Health or related experience would be an added advantage

REQUIREMENTS:

  • Demonstrate understanding of the Ukrainian health system.
  • Demonstrate capacity in people management and/or functional in a team environment.
  • Demonstrate experience in adult capacity building.
  • Language requirements: Advanced Ukrainian, Russian and at least B2 level in English
  • Computer requirements: Competency in MS package in particular Word and Excel.

EXPERIENCE:

The successful candidate must have:

  • At least 2 years of work experience from either clinical practice, public health and/or in NGO sector
  • Having a previous health project management role or similar capacity would be a great asset
  • Experience in a role with demonstrated people management skills
