Job description

Contribute to the definition and implementation of the Partnership and Localization strategy and partners' operations in the country office, as well as to the capacity building of partners and ACF teams.

Mission 1: Manage local partnership across all stages of the partnership project cycle

  • Contribute to the monitoring of the country context to identify new partners
  • Lead first engagements with national stakeholders at the Kyiv level
  • Coordinate due diligence process
  • Determine appropriate partnership agreement type and draft agreement, taking into account the due diligence outcomes and specific project and donor requirements
  • Facilitate the development of the partner capacity building plan
  • Ensure the development of inclusive and equitable partnerships between ACF and local partners during all the stages of the PCM to achieve response program objectives in compliance with donors and ACF guidelines.
  • Follow-up of partnership contracts (Partners follow-up, filling) and sharing them with the team through regular coordination meeting.
  • Amend partners' contract as needed, as informed by the Grants team regarding donors' modifications, or for any other purposes.
  • Ø Ensure that compliance training and mentoring support to partners are in place in accordance with project support plans
  • Liaise with finance to achieve timely funds transfers and proper financial follow up and support for partners.
  • Maintain complete and organized partnership files for each partner.

Mission 2: Strengthen partnership systems and tools

  • Develop and adapt relevant partnership tools, SOPs and templates as identified by the program teams to reflect operational realities and the context
  • Identify new contracting modalities

Mission 3: Management of the Partnerships Department and Internal Coordination

  • Provide guidance to the partnerships department staff including through setting clear goals, and SMART KPIs
  • Build the capacity of partnerships staff through providing and identifying training opportunities
  • Facilitate coordination mechanisms as appropriate, also in collaboration with base-level partnership staff and their line management
  • Develop an HR strategy for the department and roll out the strategy across all bases in close cooperation Field Cos and HoDs
  • Ensure that all activities carried out by partner organizations are in line with ACF values and normal indirect implementation processes in line with donor requirements through coordination with the Support Department.
  • Update the Partnership Database on an ongoing basis

Mission 4: Ensure learning on partnership

  • Participate in the review of the performance of the partner, including successes, challenges and lessons learned, as appropriate.
  • Ensure reporting knowledge of the partner in line with donors and ACF policies and procedures to reach desired impacts.
  • Where partner performance issues are identified, facilitate timely action by the ACF to address any areas of non-performance as they arise.
  • Collaborate with the MEAL team on building partner MEAL capacities (including on CRM capacities)

Mission 5: Strengthen ACF’s Localization Strategy

  • Actively discuss partnerships, strategies, and localization planning with program and support managers (finance, logistics, HR, and security).
  • Ensure robust and effective representation of ACF’s partnership strategy, approach and management in donor proposals and reports.
  • Strengthen the internal understanding of localization and partnerships through rolling the localization strategy and develop the strategy to reflect programmatic and contextual changes
  • Providing advice and strategic direction to the program team during proposal development and Ensure partner-led projects are sustainable and reflect civil society development principles.
  • Maintain a close network, and ensure information sharing with, international development partners at the Kyiv/Coordination level.
