To support our team, we are looking for a:
Procurement Manager
Contract duration: until December 31, 2026, with expected extension due to performancety of extension.
Reports to: Head of the Representative Office (disciplinary and operational), Help HQ Logistics and Procurement Department (technical)
Position Summary
Procurement Manager is responsible for the strategic leadership, planning, coordination and oversight of all procurement activities within the Country Office. The position ensures that procurement processes are conducted in compliance with Help’s internal policies, applicable donor regulations and Ukrainian legislation while promoting transparency, accountability, value for money and effective risk management.
Procurement Manager leads and develops the procurement team, supports implementing partners in strengthening procurement capacities, advises senior management on procurement-related matters and contributes to the continuous improvement of procurement systems, internal controls and compliance mechanisms.
Primary Responsibilities
- Prepare procurement plans for goods, services, and works in line with program activities and allocate tasks among department staff.
- Organize procurement processes in compliance with Help’s procurement proceduresand applicable Ukrainian legislation, including market research, documentation, supplier selection, tender evaluations, performance evaluation, and contract management.
- Ensure application of value-for-money principles and transparent competition.
- Participate in project development and donor proposal writing by contributing procurement planning.
- Coordinate the department team, provide training and support in creating clear procurement requests and documentation, and lead evaluations.
- Develop a professional development plan for procurement staff.
- Coordinate with partners by providing procurement training, conducting performance assessments, and preparing improvement plans to enhance procurement efficiency.
- Ensure proper preparation of all required procurement-related documentation, including delivery and financial records in compliance with Help policies.
- Review, compare, analyze, and approve goods, services, and works to be procured, ensuring adherence to required standards.
- Manage supplier information including qualifications, delivery timelines, and product/service range.
- Provide input on procurement procedures and support coordination and communication with HQ.
- Strengthen internal controls and implement measures to prevent fraud, corruption and conflicts of interest.
- Oversee the collection, archiving, and timely update of project-related procurement documents.
- Oversee supplier registration and performance evaluation.
- Manage supplier relationships while ensuring impartiality and compliance with ethical standards.
- Monitor procurement performance indicators and identify opportunities for process improvement.
- Perform other duties as assigned by the Head of the Representative Office.

Knowledge, Skills, Values and Education
- University degree in logistics, supply chain management, business administration, or a related field.
- Minimum 43 years of experience in procurement, preferably in the humanitarian or development sector (considered an advantage)
- Minimum two years of experience in a supervisory or management role
- Proven experience managing complex procurement processes under institutional donor requirements (for example UHF, BMZ, GffO)
- Experience with procurement planning, contract management and supplier performance management
- Excellent understanding of Ukrainian procurement regulations and best practices.
- Experience in working with procurement software and MS Office tools.
- Strong organizational, communication, and analytical skills.
- Fluency in Ukrainian and English (written and spoken).
- Ability and willingness to travel as required.
- Experience working in humanitarian or development organizations is considered a strong asset.
