About Project Expedite Justice

Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with a 501(c)(3) charitable organization designation.

PEJ’s mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.

PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ’s 3-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms.

PEJ has projects in several countries. Our inclusive team includes people working remotely from Africa, Asia, Europe, South America, and the US. We are deeply committed to increasing opportunities for lawyers and other human rights defenders from the global majority or the Global South to participate in international rule-of-law-based nonprofit work.

The Opportunity: Platform Product Manager

The Platform Product Manager, reporting directly to the Project Lead and the Information Management Officer, is responsible for the end-to-end planning, development, and delivery of the Digital Justice Hub. The Platform Product Manager leads an agile, sprint-based development process to ensure that the platform is designed, built, and continuously improved to meet the operational needs of justice sector practitioners working on war crimes and crimes against humanity cases.

The Platform Product Manager is responsible for defining product requirements, managing the development backlog, prioritizing features, coordinating sprint planning, and ensuring alignment between technical development, educational content, and user needs. The role serves as the primary bridge between justice sector practitioners, subject matter experts, designers, developers, and institutional stakeholders, including TCPU, to ensure the platform is functional, scalable, and sustainable.

The Platform Product Manager also leads user testing cycles, gathers end-user feedback, and ensures iterative improvements based on real-world use. The role is central to ensuring that the Digital Justice Hub is not only technically functional, but operationally effective and aligned with long-term institutional ownership and sustainability.

About the Project

The Justice Bootcamps project is a national program designed to strengthen police, prosecutors, Ukraine Security Services (SSU), and judges (hereinafter, «justice actors») practices across four frontline oblasts, where more war crimes reports have been recorded. This initiative delivers targeted workshops, providing technical assistance and operational support directly to justice actors handling war crimes and crimes against humanity cases. PEJ’s approach leads to immediate, targeted skill-building that increases capacity and equips frontline justice actors to prosecute Russian international crimes.

The project is structured around two mutually reinforcing goals: (1) strengthening frontline police, prosecutorial, and judicial capacity through intensive, practical Bootcamps and ongoing expert support; and (2) institutionalizing knowledge and skills within Ukrainian justice institutions to promote long-term sustainability, professional development, and interagency cooperation. Recognizing that needs vary across oblasts, the project tailors its activities to address priority challenges in each participating region. Through a practical «learn-by-doing» methodology, Justice Bootcamps supports justice actors to strengthen their ability to investigate, prosecute, and adjudicate war crimes and crimes against humanity, helping ensure meaningful access to justice for survivors in Ukraine.

Key Deliverables:

  • End-to-end product roadmap and delivery plan for the Digital Justice Hub.
  • Prioritized product backlog aligned with user needs, institutional requirements, and project objectives.
  • Sprint plans, development cycles, and release management processes implemented and maintained.
  • Functional coordination between technical development, content creation, and user experience teams.
  • User testing frameworks, feedback mechanisms, and iteration cycles established and operational.
  • Documentation and handover materials supporting long-term sustainability and institutional ownership.

Key Responsibilities:

Product Strategy and Planning

  • Define and maintain the product vision, roadmap, and development priorities for the Digital Justice Hub platform.
  • Translate project objectives and user needs into structured product requirements and development plans.
  • Develop and manage a prioritized product backlog in coordination with technical and content teams.
  • Ensure alignment between platform functionality, user experience, and educational objectives.
  • Continuously refine product strategy based on user feedback, technical constraints, and evolving project needs.

Agile Delivery and Sprint Management

  • Lead agile, sprint-based development cycles for platform design and implementation.
  • Coordinate sprint planning, reviews, retrospectives, and release processes.
  • Ensure timely delivery of platform features and functionality in line with agreed priorities.
  • Track progress, identify risks, and manage dependencies across development workstreams.
  • Facilitate communication between developers, designers, and content teams to ensure efficient execution.

Stakeholder Coordination and Alignment

  • Serve as the primary coordination point between PEJ, technical teams, and institutional stakeholders, including TCPU.
  • Facilitate alignment between subject matter experts, legal teams, educators, designers, and developers.
  • Gather and synthesize stakeholder input into actionable product requirements.
  • Manage expectations and ensure clear communication across all stakeholder groups.
  • Support institutional engagement to ensure long-term platform ownership and sustainability.

User Testing and Iterative Improvement

  • Design and implement user testing strategies to evaluate platform usability and effectiveness.
  • Collect and analyze feedback from justice sector practitioners and end users.
  • Translate user insights into actionable product improvements and feature enhancements.
  • Oversee iterative refinement of platform features based on real-world usage.
  • Ensure continuous improvement of platform functionality, usability, and relevance.

Documentation and Sustainability

  • Develop clear product documentation, including system workflows, feature descriptions, and user guides.
  • Support the development of administrative and technical documentation for long-term platform management.
  • Contribute to handover planning and institutional transition processes with TCPU.
  • Ensure knowledge transfer to local institutions for long-term sustainability of the Digital Justice Hub.
  • Promote maintainability and scalability in all product development decisions.

Organizational Engagement and Reporting

  • Participate in project leadership meetings, sprint reviews, and strategic planning sessions.
  • Coordinate closely with developers, designers, instructional experts, and subject matter specialists.
  • Provide regular updates on product development progress, risks, and priorities.
  • Contribute to project reports, lessons learned exercises, and knowledge management initiatives.
  • Support proposal development, concept notes, digital strategy development, and fundraising materials as needed.
  • Support monitoring, evaluation, and learning activities through product performance insights and user feedback analysis.
  • Support other project-related activities and responsibilities as assigned.

Profile: Qualifications and Attributes

Profile (Qualifications and Attributes):

  • Degree in product management, computer science, information systems, digital transformation, education technology, or a related field, or equivalent professional experience.
  • Minimum 5−7 years of experience in product management, digital platform development, or software delivery in agile environments.
  • Demonstrated experience managing digital products from concept through development, launch, and iteration.
  • Strong understanding of agile methodologies, sprint-based development, and product lifecycle management.
  • Experience working with cross-functional teams, including developers, designers, and content creators.
  • Strong stakeholder management and communication skills across technical and non-technical audiences.
  • Experience defining product roadmaps, managing backlogs, and prioritizing competing requirements.
  • Ability to translate user needs and organizational objectives into structured product requirements.
  • Experience with learning platforms, knowledge management systems, or public sector digital platforms is highly desirable.
  • Experience working in international development, nonprofit, justice sector, or public sector environments is an asset.
  • Excellent written and verbal English communication skills. Knowledge of Ukrainian is an asset.
  • Preferably based in Ukraine or able to travel to Ukraine during the contract period if needed.
