Senior Expert on Inclusion Policy in the Energy Sector

Job description

The Ministry of Energy of Ukraine is looking fora Senior Expert on Inclusion Policy in the Energy Sector — a professional who will help integrate inclusion principles into energy sector policies, reforms, and recovery processes.

This is an opportunity to work at the intersection of energy, public policy, inclusion, and Ukraine’s recovery, and to contribute to decisions that will have a meaningful impact on millions of people.

WHAT YOU WILL DO

  • Provide expert advice to the Ministry of Energy on integrating inclusion principles into energy strategies, policies, recovery plans, and reform processes.
  • Analyse existing policies, programmes, and institutional mechanisms to identify gaps, barriers, and opportunities to strengthen inclusion.
  • Support the development and improvement of policy documents, strategies, recommendations, analytical materials, and methodological approaches.
  • Promote consideration of the needs of diverse population groups, including persons with disabilities, internally displaced persons (IDPs), veterans, older persons, youth, women and men, and other groups at risk of exclusion.
  • Support government institutions in strengthening their capacity for inclusive policy development, planning, implementation, and monitoring.
  • Develop approaches to engaging communities, civil society organisations, local authorities, development partners, and other relevant stakeholders.
  • Facilitate coordination among government institutions, UN agencies, international partners, and other stakeholders involved in Ukraine’s recovery process.
  • Conduct analytical work and prepare assessments, recommendations, policy briefs, technical reports, and other relevant materials.
  • Promote international experience and good practices in inclusive governance, recovery, and energy transition.

WHO WE ARE LOOKING FOR

Our ideal candidate has:

  • A Master’s degree in social sciences, public policy, public administration, international development, energy policy, environmental studies, sustainable development, or a related field.
  • At least 5years of professional experience.
  • Demonstrated expertise in social inclusion, inclusive public policy, public governance, and institutional capacity development.
  • Experience in analysing and developing policies, programmes, and approaches that incorporate inclusion principles.
  • Experience working with government institutions and stakeholders in decision-making and policy development processes.
  • Experience working with diverse population groups and an understanding of the barriers that may limit their participation.
  • Strong communication, coordination, and stakeholder engagement skills.
  • Experience in the energy sector — particularly in energy policy, energy transition, sustainable energy, energy sector recovery, or resilience — will be a strong asset.
  • Fluency in Ukrainian & in English.
