Job description
The Embassy of Switzerland in Kyiv is looking for a
National Program Officer
Full time, starting December 1st 2026
Job Objective:
Within the International Cooperation Team at the Embassy of Switzerland in Ukraine, the National Program Officer (NPO) is working on Quality Assurance and Monitoring to support the implementation, steering and reporting of the Swiss Ukraine Country program. Under the supervision of the Program Manager Quality Assurance and in close cooperation with the humanitarian and development cooperation team, the NPO contributes to the quality assurance of projects and programs and to the further development of the monitoring system, including Third Party Monitoring.
Main duties and responsibilities:
Country Program — Quality Assurance
- Supports in close collaboration with the Program Manager Quality Assurance the quality assurance in the implementation of the Ukraine Country Program
- Contributes to strategic reflections on quality assurance and monitoring and risk management system
- Supports the implementation of institutional guidelines for monitoring, steering, evaluation, learning processes
- Provides support, training, and advice to the team and project partners regarding operational processes and quality assurance, guidelines and new (digital) tools
- Exchange with QA peers of other donor organization, mutual learning
Monitoring and Results Data Management Focal Point
- Acts as a focal point for all monitoring related activities within the Embassy and with project partners
- Supports the implementation and development of a monitoring system tailored to the Ukraine country program, including digital tools for monitoring (e.g. dashboard) and the monitoring of Humanitarian Aid Direct Actions
- Contributes to the efficient implementation of the Country programme by ensuring proper and regular use of the monitoring system
- Coordinates with the relevant HQ staff in setting up and maintaining the Results Data Management (RDM) system
- Ensures consistent quality of data inserted in the system by closely coordinating with operational staff and projects if needed
Country Program — Third Party Monitoring
- Supports the implementation of a third-party monitoring (TPM) mandate, in close collaboration with Quality Assurance Lead
- Supports the constructive collaboration and communication between TPM service provider, cooperation team, and implementing partners and acts as a liaison between TPM service provider and IC team, and as single point of entry
- Supports planning and selection of project focus for TPM in close consultation with NPOs, IC management and TPM service provider
- Ensures compliance with contractual agreements for TPM service provide
- Acts as a resource person on TPM and quality assurance for peers
Requirements:
- Master’s degree in relevant field (political science, development cooperation, economics, public administration, etc.)
- Minimum 5 years of relevant professional experience and project management preferably in an international NGO or donor agency
- Excellent knowledge of monitoring, evaluation, and learning instruments
- Experience and knowledge of humanitarian aid, development, and/or multilateral instruments
- Working experience in an embassy or an international organization is highly desirable
- Strong affinity for digital transformation, experience in developing digital tools for monitoring a strong asset
- Proficiency in Microsoft Office

- Proven ability to work independently with a minimum of supervision
- Excellent social competencies, ability to work in a team
- High degree of personal integrity and trustworthiness
- Excellent written and verbal communication skills in Ukrainian and English (German or French is an asset)
