National Lawyer, MJT Deputy Lead (Crimes against Humanity)

Mobile Justice Teams (MJTs) are groups of local and international experts, and practitioners collaborating with, and in support of, local justice actors, such as Ukraine’s Office of the Prosecutor General (OPG) and Regional Prosecutor Offices (RPOs), to advance Ukraine’s capacity to investigate and build complex command-level cases into international crimes through tailored support and the institutionalisation of international standards and best practices. The MJTs are organised across thematic areas to address context-specific and cross-cutting legal issues. The teams work in the most affected regions of Ukraine to provide advisory and case-building support, focusing on supporting prosecutors and investigators in their investigations and prosecutions.

We are seeking a National Lawyer / MJT Deputy Lead to join our team in Ukraine. The National Lawyer / MJT Deputy Lead assists in leading and managing a team of international and national lawyers providing support for the development of sustainable national capacity to investigate and prosecute crimes against humanity through an integrated package of legal guidance, institutional capacity-building, and practical case-building support in Ukraine.

The Role

• Provide support to the MJT Lead in shaping the team’s strategic direction, as well as in the preparation and execution of work plans.
• Provide information and insights concerning domestic laws and practices that would inform the work of the team, including strategic direction and priorities.
• Lead in the analysis of domestic cases and evidence under the MJT Lead’s guidance.
• Provide support to key beneficiaries through the development of standard operating procedures, tools and methodologies, strategic advice on investigations and case-building, training materials, and the delivery of tailored capacity-building initiatives.
• Alongside the MJT Lead, establish and maintain a regular contact with primary beneficiaries (e.g. OPG, RPOs, National Police of Ukraine, Security Service of Ukraine) to identify evolving needs and coordinate the support efforts.
• In collaboration with the MJT Lead, maintain regular dialogue with other actors, including international organisations and local CSOs, to foster meaningful collaboration, avoid duplication and promote complementarity and harmonisation of support.
• Alongside the MJT Lead, develop and lead the implementation of the team’s visibility and strategic engagement plan, in coordination with the Legal Outreach Coordinator, the Communications Lead, and other teams to ensure continuous public engagement with the team’s work.
• Coordinate national and international consultants' activities with the MJT Lead.
• Support with administrative aspects of project management (logging tasks received from OPG/RPOs; tracking communications with offices, etc.).
• Identify opportunities to support the OPG and other project beneficiaries and collaborate with the MJT Lead to design relevant strategies.
• Support in planning work streams in accordance with current project outputs, indicators and goals.
• Communicate and coordinate closely with other MJT Deputy Leads.
• Assume the responsibilities of managing the team as needed in the absence of the MJT Lead.
• Ensure the team is compliant with all administrative, operational and security requirements.
• Support the MJT lead in adhering to regular internal reporting deadlines and provide substantive reporting, monthly / quarterly, or as directed by the Principal Legal Advisors and Programme Director, ensuring they meet the required level of detail and adhere to the specified format.
• Ensure effective communication with the Principal Legal Advisors and Programme Director, other team leads and focal points, and also external stakeholders, and attend events, workshops and roundtables as required.
• Support and contribute to the ongoing development of the team’s work by identifying potential areas for future activity and collaboration, consistent with strategic priorities.
• Perform other tasks as requested (or authorised) by the MJT Lead and reasonably foreseen under the scope of work.

Your Background

• 4.5 + years of relevant legal experience.
• Practical experience working with Ukrainian justice actors, preferably within a national or international prosecution team.
• ICL / IHL experience (in a practical application — solely academic study/work will be ineligible).
• Strong organisational and coordination skills.
• Strong analytical, drafting, and review skills.
• Flexible and creative; able to work in an unstructured, changeable & fast-moving environment, proactive, anticipating problems, and solutions orientated.
• Able to work independently without detailed guidance to get started; can be given a ‘desired outcome' and is able to plan the actions required to reach it.
• Practical thinker, able to break down and pursue the elements required to operationalize a strategy.
• Ability to identify emerging opportunities, think creatively, and develop strategic partnerships that strengthen coordination and promote visibility.
• Administratively competent; able to manage to compete with urgent demands.
• Practical experience in working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing, and working with such material.
• Practical experience developing and delivering capacity-building activities is desirable.
• Fluency in English and Ukrainian, written and verbal skills.
