APOPO is an award-winning Belgian non-governmental organisation founded in 1997 and currently operating in 11 countries. Our mission is to protect people and the planet through innovative solutions involving scent detection animals.
APOPO trains and deploys rats and dogs for humanitarian purposes, including the detection of explosives, diseases and illegal wildlife products, as well as search-and-rescue operations. The organisation currently has more than 300 working animals, most of which support humanitarian mine action activities.
About APOPO in Ukraine
Following the full-scale Russian invasion, Ukraine has experienced extensive contamination from landmines, cluster munitions and other explosive remnants of war. The scale of contamination requires an urgent and comprehensive response.
APOPO aims to accelerate the release of suspected hazardous areas in Ukraine by deploying Technical Survey Dog teams. APOPO was registered in Ukraine in 2023, and its programme began operating in January 2024.
Our Dog Training Centre is located in Krasylivka, Brovary District, Kyiv Region. Field operations are conducted in partnership with the Mines Advisory Group and the Ukrainian Deminers Association in areas identified as priorities by the Government of Ukraine. APOPO Ukraine’s main office is located in Kyiv.
About the Role
The Logistics & Procurement Manager will lead and coordinate APOPO Ukraine’s logistics, procurement, asset and warehousing functions.
The postholder will manage the Logistics Officers and Assistants, oversee daily workloads and ensure that procurement and logistics processes are completed accurately, efficiently, on time and in accordance with APOPO policies and procedures.
The role will ensure that assets, inventory and warehouses are properly controlled and that records remain accurate and up to date. The postholder will work closely with programme, finance and field teams to ensure effective logistics and procurement support across APOPO Ukraine. Key Responsibilities: Logistics and Procurement Management
- Manage and supervise the Logistics Officers and Logistics Assistants, allocating work, setting priorities and overseeing the completion of daily tasks.
- Provide clear guidance, coaching and support to the logistics team and ensure responsibilities are understood and delivered to the required standard.
- Plan and coordinate logistics and procurement activities across APOPO Ukraine to ensure operational requirements are met in a timely and cost-effective manner.
- Ensure all procurement is carried out in accordance with APOPO procurement policies, procedures, approval thresholds and documentation requirements.
- Review procurement requests and supporting documentation for completeness, accuracy and compliance before submission for approval.
- Monitor open procurements, orders, contracts and deliveries, following up with staff and suppliers to prevent unnecessary delays.
- Support competitive sourcing, supplier identification, quotation processes, bid comparisons and supplier selection in line with APOPO requirements.
- Maintain oversight of supplier performance and ensure issues relating to quality, delivery, pricing or contractual obligations are addressed promptly.
- Coordinate closely with Finance, programme teams and field locations to ensure procurement planning, budgets, approvals and payments are aligned.
- Identify process weaknesses, recurring delays or compliance issues and implement practical improvements in consultation with the Support Services Manager.
- Anticipate and respond to supply-chain constraints, changing availability, price volatility and other operational challenges, adapting procurement approaches and sourcing strategies where required while maintaining compliance with APOPO procedures. Assets and Warehousing
- Provide management oversight of APOPO Ukraine’s asset, inventory and warehousing systems, ensuring appropriate procedures and controls are consistently applied.
- Ensure accurate and up-to-date asset registers, stock records and supporting documentation are maintained by responsible logistics staff.
- Ensure effective procedures are followed for the receipt, storage, issue, transfer, return and disposal of assets, equipment and stock.
- Conduct periodic management reviews and ensure physical stock counts and asset-verification exercises are completed, with discrepancies investigated and corrective actions taken.
- Monitor compliance across all locations and identify improvements to strengthen asset control, accountability, business continuity and resilience, including appropriate measures to protect critical stocks and assets from operational or security-related disruption. Reporting, Compliance and General Responsibilities
- Provide regular updates to the Support Services Manager on procurement status, logistics activities, asset and warehouse management, risks and outstanding actions.
- Maintain accurate and auditable logistics and procurement records, ensuring documentation is appropriately filed and readily available for internal review, donor requirements and audit purposes.
- Ensure team members consistently follow APOPO policies, procedures and internal controls and address non-compliance promptly.
- Support procurement planning and forecasting and provide input into budgets and operational planning where required.
- Maintain professional working relationships with suppliers, contractors, service providers, APOPO departments and field teams.
- Promote accountability, transparency, value for money and appropriate segregation of duties across logistics and procurement activities.
- Ensure relevant health, safety, security, safeguarding and environmental requirements are considered in logistics, warehousing and procurement activities.
- Work within the framework of APOPO’s mission, values, policies and procedures and promote a culture of professionalism, accountability, safety and teamwork.
- Participate in relevant meetings, training and organisational activities and undertake other duties appropriate to the post as required.
- Demonstrate strong judgement, adaptability and problem-solving skills, with the ability to maintain effective logistics support and develop practical solutions in a challenging and rapidly changing operating environment. Qualifications and Experience
- University degree in logistics, supply-chain management, procurement, business administration, management or a related field.
- At least five years of relevant experience in logistics, procurement, supply chain, asset management or a comparable operational-support role, including supervisory or management responsibility.
- Demonstrated experience managing and developing staff, allocating workloads and monitoring performance.
- Strong practical knowledge of procurement processes, competitive sourcing, supplier management, purchasing documentation and contract administration.
- Experience with asset management, inventory control, warehousing and stock reconciliation.
- Experience in an NGO, humanitarian, mine-action or other field-based operational environment is an advantage.
- Strong IT skills, including Microsoft Office; experience with ERP, procurement or inventory-management systems is preferred.
- Ability and willingness to undertake regular business travel to APOPO field bases.
- A valid driving licence is preferred. Language Requirements
- Fluency in Ukrainian is required.
- A good level of written and spoken English is required.
