PROFESSIONAL PROFILE
Policy and Sustainable Development Specialist with over 20 years of experience in public policy, legislative reform, stakeholder engagement and implementation of donor-funded programmes. Extensive experience working with UNDP, the European Investment Bank, national ministries and local governments on energy efficiency, sustainable recovery, environmental and social governance and institutional capacity development. Proven ability to translate policy objectives into practical implementation through multi-stakeholder dialogue, legislative reform and investment programme delivery.
EMPLOYMENT HISTORY
November 2024 -Present, Stakeholder Engagement and Social Environmental Analyst, UNDP
Lead stakeholder engagement and social and environmental management for a nationwide recovery programme financed by the European Investment Bank (EIB), supporting the implementation of energy efficiency investments in public buildings across Ukraine in accordance with international environmental and social standards.

Key Responsibilities & Achievements
• Lead stakeholder engagement and institutional coordination across 86 municipalities, strengthening partnerships with local governments, Project Implementation Units, national authorities and development partners to ensure effective implementation of EIB-financed recovery investments.
• Build and maintain strategic cooperation with the Ministry for Communities and Territories Development of Ukraine, municipalities and implementing partners to strengthen institutional ownership and improve programme implementation.
• Provide strategic guidance to municipalities on Environmental and Social Management (ESM) requirements, strengthening local capacity to comply with EIB Environmental and Social Standards and international best practices throughout the project cycle.
• Designed and institutionalized UNDP's Social and Environmental Management Matrix, adapting international EIB requirements to the Ukrainian institutional and regulatory context. The framework was reviewed and endorsed by the Ministry, key programme stakeholders and submitted to the European Investment Bank for programme implementation.
• Facilitated more than 10 multidisciplinary technical coordination workshops, bringing together engineers, financial specialists, environmental and social experts, anti-corruption specialists and energy auditors to strengthen municipalities' institutional capacity and improve compliance with EIB requirements.
• Strengthened the institutional capacity of local governments by introducing practical tools, guidance and advisory support on stakeholder engagement, grievance mechanisms, social inclusion, environmental and social risk management and public consultation processes.

Led community recovery, social cohesion and participatory governance initiatives across 16 conflict-affected communities in Luhansk Oblast, strengthening inclusive decision-making and locally owned recovery processes.
• Established and facilitated multi-stakeholder dialogue platforms bringing together local authorities, police, civil society organizations, community leaders and residents to strengthen cooperation and participatory governance.
• Designed and supported the establishment of the Regional Network of Social Cohesion Centres and facilitated the creation of the Association of NGOs of Luhansk Oblast, strengthening institutional capacity, sustainability and advocacy for internally displaced persons (IDPs) and other vulnerable groups.
• Provided strategic mentoring and institutional capacity development to civil society organizations, enabling them to become sustainable local partners in community recovery, social cohesion and local governance initiatives.
• Led institutional strengthening of the National Police by supporting the modernization of 13 police stations in line with the national police reform, introducing front-office service standards, accessibility principles and inclusive service delivery, particularly in communities located near the contact line.
• Strengthened the institutional capacity of police personnel through the design and coordination of approximately 10 interregional study visits on Community Policing, facilitating knowledge exchange between eastern and western regions of Ukraine and supporting the transition towards a service-oriented policing model under the "My New Police" reform.
• Advised local governments on community security governance and supported the development of Community Safety Programmes ("My Safe Community"), enabling municipalities to integrate public safety priorities into local development strategies and allocate municipal budget resources for sustainable security initiatives.
• Oversaw implementation of community-based recovery initiatives, grant projects, monitoring, reporting and stakeholder coordination, ensuring alignment with Results-Based Management (RBM) principles and UNDP programme objectives.
• Led regional coordination of the Durable Solutions Working Group in Zakarpattia and Chernivtsi Oblasts, strengthening collaboration between government institutions, UN agencies, humanitarian and development partners to support evidence-based recovery planning and durable solutions for internally displaced persons.
• Advised regional and local authorities on recovery planning by coordinating needs assessments, consolidating socio-economic data and supporting the preparation of Regional Recovery Plans that integrated the priorities of host communities and internally displaced populations.

• Led national legislative and policy reform initiatives to align Ukraine's energy efficiency legislation with the European Union acquis, supporting the implementation of the EU–Ukraine Association Agreement and advancing national energy efficiency reforms.
• Coordinated institutional cooperation with the Ministry of Justice to strengthen the legislative harmonization process by facilitating the translation, legal analysis and integration of the EU Energy Efficiency Directive into Ukraine's national legislative framework.
• Directed the development of amendments to the Law of Ukraine on Energy Efficiency aimed at phasing out incandescent lighting in public sector institutions. Led a multidisciplinary team of legal experts, coordinated consultations with Parliamentary Committees, Members of Parliament and Government institutions, and successfully advanced the draft law for parliamentary consideration.
• Designed and coordinated a nationwide implementation mechanism supporting the adoption of regional administrative decisions on the phase-out of incandescent lighting across all 24 oblast administrations, ensuring consistent implementation of national energy efficiency policy at the regional level.
• Built strategic partnerships with the Ministry of Justice, Parliament, regional authorities and technical experts, strengthening institutional ownership and accelerating implementation of national energy efficiency reforms in line with European standards.
