Job description
The Ministry of Energy of Ukraine is looking for aSenior Expert on Veteran Policy in the Energy Sector — an expert who will help integrate veteran policy into energy sector reforms, recovery and transformation.
WHAT WILL YOU FOCUS ON?
You will support the Ministry of Energy in developing approaches that take into account the needs, capabilities and potential of veterans in the recovery, modernisation and green transformation of the energy sector.
Key responsibilities:
- Provide strategic and technical advice on integrating veteran policy into energy sector reforms, strategies, recovery plans and institutional mechanisms;
- Analyse national legislation, policies, regulatory and institutional mechanisms related to veteran support, employment, skills development, reintegration and participation;
- Assess the potential role of veterans in the recovery and energy transition — including in employment, professional development, entrepreneurship, skills transfer, decentralised energy and renewable energy;
- Prepare analytical materials, policy recommendations, expert briefs and technical documents for the Ministry of Energy;
- Identify barriers and opportunities for engaging veterans in the energy sector, including access to employment, education, retraining, certification and other support mechanisms;
- Develop recommendations to strengthen the capacity of energy institutions and enterprises to integrate veteran policy principles into HR policies, organisational practices and stakeholder engagement mechanisms;
- Support inclusive engagement between veteran organisations, government institutions, local authorities, energy companies and civil society;
- Conduct consultations with veteran communities and other key stakeholders to ensure that policies and programmes reflect the real-life experiences, needs and potential of veterans and their families;
- Analyse international practices, standards and models for veteran integration, employment support and inclusive recovery, and adapt them to the Ukrainian context;
- Contribute to the development of policy documents, programme proposals, operational frameworks, recommendations and other documents related to veteran inclusion in the energy sector;
- Support coordination and knowledge exchange among key stakeholders to build an ecosystem that enables the meaningful participation of veterans in Ukraine’s green recovery and long-term energy transition;
- Ensure the integration of principles of social inclusion, accessibility, gender equality and non-discrimination;
- Document results, lessons learned and good practices related to the engagement of veterans in energy sector recovery processes.
OUR IDEAL CANDIDATE HAS:
- A Master’s degree in public policy, law, social sciences, public administration, energy policy, international development, veteran affairs or a related field;
- At least 5 years of professional experience;
- Experience in developing and analysing policies, strategies, legislation and institutional mechanisms at the national or sectoral level;
- Strong knowledge of veteran policy, reintegration, employment, skills development and inclusive recovery;
- Experience providing strategic advice and technical support to government institutions;
- Experience coordinating engagement among diverse stakeholders;
- Strong analytical, research and writing skills, with the ability to prepare policy recommendations, analytical briefs and technical documents;
- Understanding of the principles of gender equality, social inclusion, accessibility and non-discrimination;
- Excellent communication skills and the ability to effectively engage with government authorities, civil society, veteran organisations and international partners;
- Fluency in Ukrainian and English;
- Experience in Ukraine’s recovery, energy sector reform, green transformation or infrastructure recovery will be consideredan advantage.
