DESCRIPTION OF DUTIES
- Support the coordination of International Technical Assistance (ITA) to national and regional authorities, promoting alignment with government priorities, reducing duplication, and facilitating coherence across donor-funded initiatives.
- Lead the establishment and functioning of a regional coordination platform at oblast level, bringing together regional authorities, international partners and NGOs to strengthen information-sharing, reduce duplication and facilitate coherent implementation of health-sector recovery and reform priorities.
- Provide liaison and coordination support with national and sub-national authorities, UN agencies international and national NGOs and other partners in implementing relevant BCA, CCS, EPW2 and GPW14 priorities related to health governance, health system recovery and reform.
- Support the supervisor and WHO Representative in preparation for bilateral meetings with senior government officials, national institutions, and international partners.
- Contribute to partnerships and joint work among international development agencies and other stakeholders, supporting WHO’s convening and coordination role and promoting coherence, policy relevance and timely implementation of activities under donor-financed initiatives and agreed partnerships.
- Facilitate multisectoral policy dialogue events, forums and conferences with participation of national and sub-national authorities, international development partners and other relevant stakeholders on health governance and health system recovery and reform, promoting information-sharing, coordination and alignment of approaches on specific health reform policy issues.
- Support information management, data analysis and mapping exercises, and contribute to the preparation of timely reports, briefings and situation analyses related to health governance, recovery and reform. Support networking and partnerships with relevant stakeholders to promote visibility of WHO’s work in these areas.
REQUIRED QUALIFICATIONS
Education
Essential: first level University degree (Bachelor's level) in social sciences, public health, political sciences, public administration, legal affairs, or a related field. Desirable: Master’s degree in one of the above fields.
Experience
Essential: At least 2 years' demonstrated experience coordinating activities with partners, stakeholders, and donors in public health, health systems, or international development.
Desirable: Experience working with international organizations, WHO, or the UN in delivering policy advice and technical support to countries; familiarity with EU accession or EU-funded programming in the health sector.
Functional Skills
- Ability to work in teams in complex cultural and political environments.
- Sound knowledge of WHO policies and programmes, and of Ukraine’s health governance architecture, decentralization set-up (roles and functions of regional institutions vs national), EU integration process, and recovery agenda.
- Direct experience working in a complex international environment, including collaboration with UN agencies, EU institutions, and other intergovernmental organizations.
- Competence in managing complex political and institutional contexts, adapting to changing circumstances, and tolerating uncertainty.
- Demonstrated ability working with government officials, stakeholders, donors, and civil society in the area of public health.
- Strong analytical skills, including familiarity with health system analysis and policy coordination.

Use of Language Skills
Essential: Expert knowledge of English. Expert knowledge of Ukrainian. Desirable: Intermediate knowledge of another United Nations language.
REMUNERATION
Remuneration comprises an annual base salary starting at USD 47,491 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
