Rehabilitation and Partnerships Officer

DESCRIPTION OF DUTIES

1. Operations support: Rehabilitation, assistive technology and disability inclusive health activities

• Support the WHO rehabilitation and disability team and visiting consultants, to ensure all rehabilitation activities are aligned with WHO’s 5-year strategy and monitoring framework and that any emergency interventions contribute to delivery of sustainable results on longer-term heath system strengthening in Ukraine.
• Support the establishment of partnerships with INGOs, NGOs, OPDs and other local organisations and contribute to monitoring and evaluating their project implementation. Ensure all partner projects are aligned with WHO policy in coordination with the unit lead and other WHO departments. This includes utilising key WHO partnership agreement tools.
• Work with the WHO CO communications team and support donor visibility activities including the development of stories, videos and social media posts etc.

2. Coordination and Partnership Management

• Support the implementation of WHO coordination mechanisms with the Ministry of Health, other government ministries, UN agencies, donors, NGOs, professional associations and civil society organizations.
• Maintain regular communication with national and subnational stakeholders to strengthen collaboration and information sharing.
• Organize and facilitate technical working groups, coordination meetings, steering committees and partner consultations.

3. Context monitoring, information management and reporting:

• Ongoing review of country health needs, priorities and resources and provision of updates to the Unit Lead;
• Identify and communicate priorities, plans, needs and concerns related to the rehab program, recommending coordination mechanisms and improvements to the country’s emergency response. This will include ongoing need assessments and response planning.

REQUIRED QUALIFICATIONS

Education Qualifications

Essential: University Degree (Bachelor's) in rehabilitation, public health, medicine, international development, project management or any other relevant field.

Desirable: Post-graduate education or training in any of the above fields.

Experience

Essential:

• At least two years of experience in public health, health systems, development cooperation, humanitarian response, rehabilitation, disability inclusion, program management, or a related field.
• Demonstrated experience coordinating with multiple stakeholders, including government institutions, UN agencies, international organizations, donors, civil society organizations, organizations of persons with disabilities (OPDs), and implementing partners.
• Experience supporting the planning, implementation, monitoring, and reporting of health or development programmes.

Desirable

• Experience in health system recovery and strengthening, including programme management and coordination, donor engagement and resource mobilization, particularly in rehabilitation, disability inclusion, NCDs, public health or health emergency settings.
• Experience working with WHO, another UN agency, or an international NGO.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 47,491 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
