Experienced in OTI/USAID projects, team management, start-up, closeout and implementation of projects and
programs, logistics, contractual and tender processes, as well as in optimization of procurement processes and
procedures.
Was honored to lead one of the largest and productive procurement teams among all USAID programs worldwide,
that was resulted in saved and changed lives for hundreds and thousands of people in Ukraine. Managed the team of
22 high-level professionals and led the procurement for the $252 mln. program, that covered over 250 project activities,
hundreds of conducted tenders and thousands of individual procurement cases, such as: IT / office / power-supply / life-
protection equipment, services on organization of events, training, retreat, evacuation, and many-many other.

PROFESSIONAL EXPERIENCE

Chemonics International Inc./ Ukraine Confidence Building Initiative (UCBI-4)/USAID
April 2023 – May 2025. Procurement and Subcontracts Director

● overall management and direction of the procurement team (22 people);
● contractual and administrative oversight of implementation of all procurement activities under the UCBI program;
● worked on building and implementation the procurement strategy;
● optimization of the procurement processes in crisis environment and aligning them to both - the existing company’s
procedures and actual market demands;
● reviewed procurements to ensure compliance with USAID and Chemonics policies and procedures throughout the
design, development, and implementation;
● provided support and advice to grants and program staff regarding development of Activities (Grants) and budgets;
