In partnership with UNICEF and the Ministry of Economy of Ukraine, we implement projects to modernise water supply and sanitation (WSS) systems, support the restoration of critical infrastructure, and promote the sector’s adaptation to EU standards.

UNICEF works in partnership with the Government of Ukraine to support institutional capacity building and digital transformation initiatives in critical sectors. This position supports the State Water Agency of Ukraine in developing the E-cadastre system — an open register of water bodies providing access to cadastral information on water resources and their use. The E-cadastre is essential for water resource management, land resource administration, regional development planning, and supporting the Armed Forces of Ukraine with detailed water body information.

Job Summary:

The GIS Developer and IT Specialist will lead the technical development of the E-cadastre IT resource, building a modern geospatial information system based on open-source software (GeoServer, QGIS/ArcGIS) that complies with EU INSPIRE Directive requirements and Ukraine’s National Geospatial Data Infrastructure legislation. This role requires expertise in geographic information systems, web mapping services, database architecture, and integration with multiple government agency systems. The specialist will create both public-facing and internal platforms for maintaining the state water cadastre, ensuring interoperability with systems of the Ministry of Environment, State Service for Geodesy, State Emergency Service, State Geocadastre, and State Fisheries Agency.

Essential Duties and Responsibilities:

E-Cadastre System Development:

• Design and develop a comprehensive E-cadastre IT resource based on open-source software (GeoServer and QGIS/ArcGIS) with server infrastructure enabling open data access via WMS standard protocols.

• Ensure system compliance with EU INSPIRE Directive requirements and Ukraine’s Law on National Geospatial Data Infrastructure.

• Create an open register of water bodies of Ukraine with functionality for displaying, searching, and analyzing water body information.

• Develop dual-access architecture with public interface for open data access and internal interface for water cadastre maintenance by authorized entities.

• Implement user system for maintaining water cadastre in accordance with hydrographic zoning of Ukraine.

TechnicalFeatures and Functionality:

• Develop automated information extract generation system producing certificates about water bodies of Ukraine and restrictions on their use.

• Create advanced analysis, selection, and search tools with automated map generation capabilities.

• Enable display and integration of new thematic layers including water bodies below current geoportal criteria (length xtagstartz10 km, surface area <0.5 km²).
