Job Title: Procurement and Logistician Officer

Duty Station: Kyiv, on-site work. Full-time position for Ukrainian nationals only.

Reporting Line: The Procurement and Logistician Officer reports to the Operations Manager.

Scope of the Position: The Procurement and Logistician Officer supports CESVI activities in Ukraine in its response to the humanitarian crisis and its assistance to the most vulnerable population affected by the conflict in Ukraine.

Key Responsibilities and Duties:

  • Execute logistics and procurement processes under the supervision of the Operations Manager ensuring compliance with the Donor’s, CESVI’s policies and procedures and Ukrainian legislation;
  • Conduct transparent and efficient market research and selection of potential service providers/suppliers;
  • Coordinate with staff who order procurement to prepare specifications and procurement documents, and ensure the efficient and effective preparation and execution of procurement;
  • Submit the request for quotation to service providers to feed the database of the suppliers, and price list of goods and services available in the country, and conducts negotiations when needed;
  • Ensure the procurement of goods and services, delivery of goods, and acceptance of the goods and services in a timely manner;
  • Support local partners in conducting procurement processes in compliance with CESVI’s and donor’s policies and procedures;
  • Ensure the proper filing and archiving of logistic/procurement documentation;
  • Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies;
  • Ensure integrity, compliance, fairness, accuracy, and openness in procurement processes;
  • Manage and maintain the office premises being responsible for the maintenance of the office and office equipment, inventory, identification and purchase of the items and equipment needed for the correct functioning of CESVI office;
  • Manage and update the asset list in a timely manner, reconciling the list with the GL, and lead the yearly physical verification;
  • Monitor the vehicle’s maintenance, movements, and fuel consumption. Ensure that the log books are correctly filled and signed;
  • Assist with translation when needed with suppliers and third parties;
  • All other duties as assigned by the Head of Separate Subdivision and Operations Manager.

Qualifications:

  • University degree in international development, business, administration or other relevant disciplines

Professional experience:

  • Minimum of 2 years of professional experience relevant to the procurement function
  • Tangible and demonstrable experience in logistics, procurement and contract management
  • Experience of work with INGOs is preferred
  • Experience in project development and implementation is preferred

Skills and Competences:

  • High level of IT skills (Office package)
  • Good oral and written English
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
  • Good communication and leadership skills
  • Excellent problem-solving and analytical skills
  • Strategic thinking and innovation
  • Solid diplomatic skills: the ability to maintain a good and professional relationship with staff members, local partner organization, local authorities, and other stakeholders
  • Self-motivated, able to take initiative, resilient and able to work independently.
  • Highly result-oriented with the ability to manage workload and stress
  • Flexible and with a positive attitude
