Operation Officer- based in Kropyvnytskyi, Kirovohrad Oblast, Ukraine — will act as support to the URCS branch in URCS Kirovohrad Oblast Organisation and SRC Field Delegate. The Operation Officer is part of the SRC delegation and under the supervision of the SRC Field Delegate/Kirovohrad Oblast, provide organizational and administrative support as required for the office management for the Swiss Red Cross projects/activities in Kirovohrad and Kherson region.

Essential Tasks:

Primary Responsibilities:

  1. Under the direction of the Field Delegate/Team Leader, be responsible for maintaining the day-to-day office management of the Swiss Red Cross (SRC).
  1. Under the direction of the Field Delegate/Team Leader, provide support for program activities within the Kirovohrad and Kherson region.
  1. Ensureinternal and external reporting requirements are carried out appropriately, guarantying the legal compliance, accountability, and transparency.
  1. To ensure SRC staff are compliant with URCS and SRC policies and procedures.
  1. To follow and report to Field Delegate, news/developments with regard to humanitarian, socio-economic, political and safety/security issues in Kirovohrad and Kherson region.

Main tasks:

As operations officer, advise and provide organizational and administrative support as required for the office management and for the Swiss Red Cross projects/activities in Kirovohrad and Kherson region.

  • To organize workshops, visits and other meetings with the partners and other stakeholders.
  • To organize logistics, accommodation, and travels for the Swiss Red Cross staff (in consultation with the Swiss Red Cross logistics & finance/administrative officers).
  • To interpret at meetings and translate specific documents of the Swiss Red Cross projects/activities from/to Ukrainian/English.
  • To ensure that the Swiss Red Cross office/structure in Kropyvnytskyi and Kherson region has the necessary supplies.
  • Maintain organized electronic and physical files. Update contacts and relevant information in the SRC filing systems.

To support the Swiss Red Cross program staff in planning and implementation of the Swiss Red Cross activities.

  • Prepare and edit documents, general reports, monthly data reports, presentations, and correspondence.

To support the Swiss Red Cross program cooperation and capacity-building efforts vis-à-vis the URCS branch in Kirovohrad and Kherson region.

  • To support program implementation including monitoring activities for the Swiss Red Cross projects/activities.
    • To participate in the Swiss Red Cross strategic and project/activity planning processes.
    • Follow the progress of the LFA, work plans and budget, ensuring programs are on the correct progression.
    • To contribute to the bi-annual and annual project progress reports.

To follow news/developments in the regions and share this information within the SRC/URCS team.

  • Monitor news/developments vis-à-vis humanitarian, socio-economic (e.g. IDP issues), and political issues that impact or could impact SRC/URCS humanitarian projects/activities. Proactively share this information with the Swiss Red Cross team.
  • In coordination with the Team Leader/Program staff, maintain contact with humanitarian coordination structures (e.g. OCHA, Clusters, etc.) to have accurate information on humanitarian developments/issues in the region.
  • Monitor news/developments vis-à-vis safety & security issues that could impact SRC/URCS humanitarian activities/operations and share this with the Swiss Red Cross team.
  • Contribute information/news for inclusion in the Swiss Red Cross-institutional reporting (e.g. SitRep, annual reports, project reports, etc.).

Other functional tasks as assigned by the line manager.

Requirements

  • University Degree in one of the relevant fields: public relations administration, law, international relations.
  • At least 3 years of relevant working experience in project administration, management and/or project implementation.
  • Experience formulating and monitoring budgets and providing appropriate financial analysis with respect to the financial activities
  • Experience in working with NGOs or international organizations is welcomed
  • Computer literacy (1C vs.8) and working knowledge of spreadsheet applications, and general understanding of the data processing and accounting software
  • Facilitation of organisational development processes
  • Time management skills and ability to perform under deadlines
  • Organizational skills, ability to prioritize a complex workload and to work autonomously as needed
  • Problem solving skills
  • Strong interpersonal skills and good understanding of working in a partnership framework.
  • B2 level of English, both written and verbal, fluent Ukrainian
