Health Protection Officer

Job Title: Health Officer

Location: Sumy, Ukraine — with regular trips within the region Contract duration: 13 months Start date: June 1, 2024

Purpose: As part of the AID 012832/01/0 «Emergency initiative for the population affected by the conflict in Ukraine and neighboring countries», financed by the Italian Agency for the Development of Cooperation, Fondazione Progetto Arca, an Italian NGO operating in Ukraine, is looking for two health officers to implement «Cash for Aid» actions for the purposes of the project.

Responsibilities and functions:

• Monitor and evaluate the context of health in the region.
• Collect and analyze information related to available medical services;
• Monitor the needs of the local population, with special attention to women, children and persons with disabilities.
• Regularly assess the health needs and gaps of the target groups at the sites of activity, periodically update the analysis of the health situation and inform the relevant program teams;
• Support the project manager in liaising with local medical services and relevant institutions.
• Provide periodic quantitative and qualitative analysis of the services provided to the project manager.
• Ensure the collection, archiving, processing, analysis and distribution of data protection in an ethical manner in accordance with internal data protection protocols and international standards;
• Coordinate and manage the Cash for Health service, acting as an intermediary between the strategies and goals established by management.
• Measure the impact of activities and identify best practices;
• Participate, as requested by the project manager, in meetings organized by OCHA in the health sector.

Required skills and competencies:

• Excellent knowledge of the territory and social context of the region.
• Familiarity with tools for monitoring, administration and necessary assessment of international cooperation projects.
• Knowledge of the healthcare system of Ukraine.
• Work experience in NGOs or international organizations.
• Experience working with vulnerable settlements.
• Ability to build relationships, including with representatives of institutions.
• Excellent knowledge of the English language.
• Willingness to open level 3 FOP.
