The «Arbeiter-Samariter-Bund Deutschland (ASB)» is a non-governmental and non-religious German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association, ensuring a high level of continuity and reliability.

ASB provides a people-centered humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities, and societies, and applies integrated approaches to welfare and social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.

ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased its humanitarian operations to respond to the multiple needs of the war-affected population of Ukraine. Our team is committed to providing multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.

ASB in Ukraine is currently seeking applications from qualified and dedicated professionals for the position of MEAL Manager.

MEAL Manager

Duration: 12 months (including 3-month probation period) with the possibility of extension based on funding availability and performance)

Start: ASAP / September 2026

Location: Lviv / Kyiv

Key responsibilities:

The MEAL Manager ensures the quality, accountability, and learning of ASB’s programmes by leading the development, implementation, and oversight of robust Monitoring, Evaluation, Accountability and Learning (MEAL) systems across the country. The role provides technical and strategic guidance to programme teams, oversees data quality and evidence-based decision-making, manages MEAL personnel, and ensures that MEAL processes comply with organizational standards and donor requirements. The position strengthens internal learning, supports effective reporting, and contributes to high-quality programming that is responsive to community needs.

Key Responsibilities:

  • Ø Prepare and update MEAL work plans and data collection plans.
  • Ø Support the Country Director, Head of Projects, and MEAL team in managing accountability systems, including complaints and feedback mechanisms.
  • Ø Support project teams in developing and maintaining quality standards.
  • Ø Contribute to project proposal development and review project logframes and results frameworks.
  • Ø Develop and maintain monitoring and evaluation systems and plans for projects.
  • Ø Support needs assessments by helping design data collection tools and ensuring the quality of assessment activities.
  • Ø Develop and improve data collection tools, tracking systems, and databases to ensure accurate, reliable, and high-quality project data.
  • Ø Plan and lead monitoring and evaluation activities for all projects, including baseline, endline, post-distribution monitoring (PDM), mid-term, and final evaluations.
  • Ø Review and improve MEAL tools and develop new tools when needed.
  • Ø Manage the Complaints and Response Mechanism (CRM), analyze feedback, and share findings with the Country Director and Program Team.
  • Carry out or assist in training courses, learning events and contribute to MEAL team members' capacity development, including training for enumerators and MEAL staff.
  • Facilitate project team in developing quality standards for all key program interventions to strengthen the compliance and quality aspects.
  • Ø Lead and supervise the MEAL team, ensuring effective performance and workload management.
  • Ø Set performance objectives and conduct regular performance reviews for team members.
  • Ø Represent the organization in MEAL/M&E working groups, coordination meetings, and other relevant forums.

Qualifications and Experience

  • Bachelor’s or Master’s degree in Statistics, Economics, Social Sciences, International Development, or a related field (or equivalent professional experience).
  • At least 3 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) in the humanitarian or development sector, including experience in supervisory or leadership role.
  • Proven experience in designing and managing MEAL systems, log frames, indicators, data collection tools, and evaluations.
  • Strong knowledge of qualitative and quantitative data collection and analysis, accountability mechanisms, and digital data collection platforms (e.g., Kobo Toolbox, ODK, CommCare).
  • Good understanding of project cycle management (PCM), MEAL standards (including Sphere), and donor reporting requirements.
  • Proficiency in data analysis and reporting.
  • Excellent analytical, organizational, communication, and report-writing skills, with the ability to train and support staff in MEAL approaches.
  • Fluency in Ukrainian and English, both written and spoken.
  • Ability to work effectively in multicultural teams and manage multiple priorities.
