Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training.

INSO provides daily support to more than 1200 NGOs operating in 19 of the world’s most insecure countries.

INSO is registered in the Netherlands, with its headquarters based in The Hague, the international city of peace and justice.

INSO Ukraine

INSO Ukraine opened in 2015. Since the full-scale Russian invasion in February 2022, it has rapidly expanded to a complete platform serving the needs of NGOs in a fast-evolving conflict. Currently, more than 380 national and international NGOs receive INSO services, in both Ukrainian and English, including information, analysis and advice through a wide range of written products, meetings and briefings, tailored assessments, crisis support, and a broad range of training courses. Our country office is in Kyiv, supported by field offices in Kharkiv, Dnipro, and Odesa.

In mid-2023, INSO opened a Humanitarian Training Centre close to Lviv City, delivering immersive HEIST courses and conducting pioneering research on stress exposure and learning for humanitarians. The scale and intensity of the conflict in Ukraine continue to pose significant humanitarian safety challenges, particularly around heavily-contested frontline areas where the humanitarian footprint has expanded since 2023. As part of INSO Ukraine, you will play a key role in supporting NGOs and helping aid reach people in need in a safer manner, while at the same time being part of a vibrant and growing humanitarian community bringing together experiences from across the globe.

INSO is now seeking an experienced professional to join our team as Deputy Safety Advisor.

Job Summary

The Deputy Safety Advisor (DSA) Monitoring Team works with INSO Ukraine’s Monitoring Team to ensure 24/7 tracking of security incidents and aerial attack threats across the country, and to ensure internal compliance with INSO’s staff movement protocols and ISO 31030:2021. The role focuses on operational coordination, quality assurance, and team supervision, supporting the International NGO Safety Organisation (INSO) in enhancing NGO safety through external safety analysis.

MAIN DUTIES AND RESPONSIBILITIES

  • Supervise and schedule Monitoring Team shifts to ensure continuous operational coverage.
  • Ensure timely and accurate monitoring, verification, and reporting of incidents and aerial threats through relevant channels, in line with INSO protocols.
  • Oversee incident escalation processes and ensure consistent application of reporting standards.
  • Provide real-time information to INSO partners to support operational decision-making.
  • Oversee staff travel tracking and ensure compliance with ISO 31030:2021 standards.
  • Maintain close coordination with the Information Management Team and Safety Advisors to ensure consistent information flows, alignment on terminology, reporting procedures, and roles, and effective early warning and real-time reporting, contributing to a coherent situational awareness framework.
  • Contribute to the development and implementation of operational SOPs and protocols.
  • Conduct regular audits of operational data to ensure accuracy, completeness, consistency, and alignment with established data quality standards and reporting procedures.
  • Maintain data integrity and quality assurance across all monitoring outputs.
  • Train, mentor, and manage Monitoring Team staff, including conducting performance evaluations.
  • Prepare and share internal operational summaries and updates for management.

Mandatory Requirements

  • Bachelor’s degree in security management, operations, or related field.
  • Minimum 2 years' experience in operations management or security coordination.
  • Strong leadership and organisational skills.
  • Familiarity with NGO practices and ISO compliance frameworks.
  • Excellent IT skills (databases, mapping tools, MS Office).
  • Fluency in English and Ukrainian.

Preferred Requirements

  • Experience in humanitarian or NGO security operations.
  • Knowledge of emergency response protocols.
  • Prior experience managing shift-based teams.

Terms & Conditions

Official Employment Contract with a 3-month probationary period with an expected starting date 20 July 2026, UAH 98 000 Gross salary.
