About Project Expedite Justice
Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with a 501(c)(3) charitable organization designation.
PEJ’s mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.
PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ’s 3-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms.
PEJ has projects in several countries. Our inclusive team includes people working remotely from Africa, Asia, Europe, South America, and the US. We are deeply committed to increasing opportunities for lawyers and other human rights defenders from the global majority or the Global South to participate in international rule-of-law-based nonprofit work.
The Opportunity: E-Learning Developer
The E-Learning Expert, reporting directly to the Project Lead and the Information Management Officer, is responsible for transforming PEJ’s substantive legal, investigative, analytical, and operational content into engaging, effective, and sustainable online learning experiences for the Digital Justice Hub. The E-learning Expert designs course structures, develops instructional methodologies, supports production of learning materials, and ensures content is optimized for adult learners working in demanding professional environments.
The E-learning Expert works closely with legal advisers, investigators, analysts, OSINT specialists, trainers, and subject matter experts to convert field-tested methodologies and practical case-based learning into high-quality asynchronous learning modules. The role supports the development of courses, exercises, assessments, instructional videos, and learning resources that strengthen the ability of justice actors to investigate, prosecute, and adjudicate war crimes and crimes against humanity.
About the Project
The Justice Bootcamps project is a national program designed to strengthen police, prosecutors, Ukraine Security Services (SSU), and judges (hereinafter, «justice actors») practices across four frontline oblasts, where more war crimes reports have been recorded. This initiative delivers targeted workshops, providing technical assistance and operational support directly to justice actors handling war crimes and crimes against humanity cases. PEJ’s approach leads to immediate, targeted skill-building that increases capacity and equips frontline justice actors to prosecute Russian international crimes.
The project is structured around two mutually reinforcing goals: (1) strengthening frontline police, prosecutorial, and judicial capacity through intensive, practical Bootcamps and ongoing expert support; and (2) institutionalizing knowledge and skills within Ukrainian justice institutions to promote long-term sustainability, professional development, and interagency cooperation. Recognizing that needs vary across oblasts, the project tailors its activities to address priority challenges in each participating region. Through a practical «learn-by-doing» methodology, Justice Bootcamps supports justice actors to strengthen their ability to investigate, prosecute, and adjudicate war crimes and crimes against humanity, helping ensure meaningful access to justice for survivors in Ukraine.
Key Deliverables:
- Comprehensive online learning modules developed and integrated into the Digital Justice Hub platform
- Course structures, learning pathways, and instructional frameworks aligned with project objectives and participant needs.
- Interactive exercises, assessments, case studies, and learning activities are developed and maintained.
- Instructional videos and multimedia learning resources are produced or supported through collaboration with project teams.
- Learning materials adapted for asynchronous delivery and long-term platform sustainability.
- Recommendations and improvements informed by user feedback, platform analytics, and evolving learning needs.
Key Responsibilities:
Instructional Design and Course Development
- Design and develop online learning modules covering legal, investigative, analytical, and operational subject matter.
- Create course structures, learning pathways, lesson plans, and instructional frameworks that support adult learning principles.
- Convert technical and substantive content into engaging and accessible educational materials.
- Develop learning objectives, instructional activities, and practical exercises aligned with project outcomes.
- Ensure course materials support knowledge retention, practical application, and professional development.
Learning Content Development
- Collaborate with subject matter experts to transform field-tested methodologies and guidance into online learning products.
- Develop case-based scenarios, practical exercises, simulations, and assessments that reflect real-world challenges faced by justice actors.
- Support creation and refinement of scripts, storyboards, and instructional content for video-based learning materials.
- Ensure learning materials are technically accurate, practical, and aligned with Ukrainian justice sector needs.
- Adapt content for continuous updates and long-term use within the Digital Justice Hub.
Assessment and Learning Evaluation
- Design formative and summative assessments to evaluate learner progress and comprehension.
- Develop quizzes, exercises, knowledge checks, practical assignments, and evaluation tools.
- Support measurement of learner engagement and educational effectiveness.
- Recommend improvements based on learner feedback, assessment outcomes, and platform analytics.
- Contribute to the continuous improvement of learning methodologies and instructional approaches.
Multimedia and Learning Resource Development
- Collaborate with the E-learning Videographer, Graphic and Visualization Officer, and Digital Platform Designer to produce engaging educational content.
- Support development of multimedia learning resources, including videos, graphics, job aids, and downloadable materials.
- Ensure consistency across courses, learning resources, and instructional formats.
- Promote accessibility, usability, and learner-centered design throughout all educational materials.
Quality Assurance and Content Maintenance
- Review and update learning materials to ensure accuracy, relevance, and effectiveness.
- Maintain quality standards for instructional design and learner experience.
- Support adaptation of materials as legal frameworks, methodologies, and institutional needs evolve.
- Ensure all content aligns with project objectives and PEJ educational standards.
Organizational Engagement and Reporting
- Participate in relevant team meetings and reporting coordination calls.
- Contribute to proposal development, concept notes, and fundraising materials as needed.
- Support other project-related activities and responsibilities as assigned.
Profile: Qualifications and Attributes
Profile (Qualifications and Attributes):
- Advanced degree or equivalent professional experience in instructional design, education, adult learning, educational technology, curriculum development, or a related field.
- Minimum 5 years of experience designing and developing online learning programs or e-learning content.
- Demonstrated experience applying adult learning principles and instructional design methodologies.
- Experience developing asynchronous learning programs, online courses, and digital educational resources.
- Strong experience creating assessments, exercises, case studies, and learner engagement activities.
- Experience working with learning management systems, online learning platforms, or educational technology tools.
- Ability to translate complex technical subject matter into engaging and accessible learning content.
- Strong project management, organizational, and content development skills.
- Excellent written and verbal English communication skills. Knowledge of Ukrainian is an asset.
- Experience supporting legal education, justice sector training, international development programs, or professional capacity-building initiatives is highly desirable.
- Experience working with subject matter experts across multidisciplinary fields is strongly preferred.
- Preferably based in Ukraine or able to travel to Ukraine during the contract period if needed
