About Project Expedite Justice

Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with 501(c)(3) charitable organization designation.

PEJ’s mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.

PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ’s 3-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence according to international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms.

PEJ has projects in several countries. Our inclusive team includes people working remotely from Africa, Asia, Europe, South America, and the US.

About the Project

PEJ is implementing the ‘Investigating Russian Police and Law Enforcement Operations in Occupied Ukraine' project to strengthen accountability for international crimes committed in the temporarily occupied territories of Ukraine. The project combines open-source research, field investigations, and legal analysis to examine the role of Russian police and other Russian law enforcement agencies operating in temporarily occupied territories, under the occupation, with the goal of supporting ongoing accountability efforts by Ukrainian authorities.

The Opportunity: Legal Analyst — Russian Law Enforcement Investigation Project

Job Summary:

The Legal Analyst, reporting directly to the Project Lead, supports the development of investigative and analytical products by transforming complex factual records into structured narratives and assessments. Based in Ukraine (preferably), the Legal Analyst works closely with investigators, the Project Lead, OSINT specialists, and relevant partners to analyze testimonial, documentary, and open-source evidence related to Russian police and other law enforcement actors operating in the temporarily occupied territories of Ukraine.

The Legal Analyst supports evidence processing and analysis for the preparation of final investigative reports, including timeline development, pattern identification, case mapping, command structure analysis, and synthesis across multiple evidence streams. Based on this work, the legal analyst will prepare reports on factual and legal findings, including, if applicable, identifying whether international crimes were committed and applicable modes of liability. Overall, the role contributes to the development of coherent analytical products that support accountability efforts and may also serve as a second investigator/interviewer during field investigative missions, assisting in the collection of witness personal accounts.

Key Deliverables

• Analytical products on factual and legal findings, accountability efforts, and final project reports.

• Mapping products identifying relationships among actors, units, institutions, and command structures.

Key Responsibilities

Legal Analysis

• Provide advice on the applicable legal framework and legal standards.
• Conduct research and review information collected against the applicable legal framework.
• Undertake legal qualifications of gathered information, including assessing whether the elements of crimes are met.
• Identify those responsible for alleged violations and identify potential modes of liability.
• Draft final report on factual and legal findings.

Strategic Analysis and Investigative Support

• Analyze testimonial, documentary, digital, and open-source evidence related to Russian police and other law enforcement operations in occupied Ukrainian territories.
• Transform complex factual records into clear, structured analytical narratives and investigative products.
• Develop timelines, chronologies, incident reconstructions, and case summaries.
• Identify patterns, trends, relationships, and operational practices across incidents, actors, units, and geographic locations.
• Support the identification and analysis of command structures, decision-making chains, and institutional relationships.
• Advise investigators on applicable legal standards and methodologies
• Assess evidentiary strengths, weaknesses, inconsistencies, and gaps and recommend additional investigative steps.
• Support investigators and project leadership in developing evidence-based investigative strategies.

Evidence Processing and Report Collection

• Review and synthesize evidence collected through field investigations, witness interviews, OSINT research, and documentary sources.
• Support drafting and refinement of analytical reports, including internal analytical products and public-facing reports where appropriate.
• Ensure factual accuracy, consistency, and appropriate contextualization of investigative findings.
• Assist in organizing evidence and analysis into coherent narratives suitable for accountability purposes.
• Support the preparation of visual analytical products, including charts, maps, timelines, and relationship diagrams where relevant.

Field Investigation Support

• Participate in investigative missions and support field-based evidence collection activities.
• Serve as a second investigator/interviewer during field missions, assisting with the collection of witness and victim personal accounts.
• Support preparation of witness interview outlines and analytical frameworks for interviews.
• Ensure information collected during interviews is properly documented, assessed, and integrated into broader investigative analysis.

Coordination and Team Support

• Work closely with investigators, Project Lead, OSINT specialists, and other PEJ team members to support integrated investigations.
• Participate in investigative planning meetings and analytical discussions.
• Support coordination with Ukrainian authorities, partners, and relevant stakeholders as required.
• Provide analytical input into project planning, priorities, and adaptive management.

Documentation and Knowledge Management

• Maintain organized records of analytical work, research materials, and project outputs.
• Support evidence management processes and ensure analytical materials are properly documented.
• Contribute to the development of analytical methodologies, templates, and tools.
• Document lessons learned and good practices emerging from project implementation.

Organizational Engagement and Reporting

• Participate in project meetings, security briefings, and coordination calls.

• Contribute to future proposals, concept notes, donor reporting, and fundraising initiatives related to Ukraine accountability programming, as needed.

Profile (Qualifications and Attributes)

• Bachelor’s degree in law, knowledge of criminal law, international humanitarian law or international criminal law is required.
• At least two years of experience in conducting legal analysis in the context of war crimes or human rights investigations.
• Experience drafting reports on factual and legal findings is required.
• Experience conducting interviews and collecting sensitive information from witnesses or affected communities is desirable.
• Understanding of investigative methodologies, evidence preservation, and documentation standards.
• Ability to organize and analyze large volumes of information from multiple sources.
• Strong attention to detail, discretion, and ability to handle sensitive information.
• Ability and willingness to travel within Ukraine when security conditions permit.
• Experience working in conflict-affected environments is an asset.
• Fluency in English is required. Proficiency in Ukrainian and/or Russian is an asset.
• Commitment to PEJ’s mission and victim-centered approach to justice and accountability.
