Quality Engineer Officer (Construction)

1. Background

As part of efforts to enhance inclusive and dignified living conditions for internally displaced persons (IDPs) with mobility limitations, disabilities, and chronic illnesses, the ACCESS project supports the rehabilitation and expansion of collective centres and selected social-care facilities in Lvivska and Rivnenska oblasts.

The project aims to improve accessibility, safety, and living conditions through infrastructure rehabilitation while ensuring compliance with humanitarian standards and universal design principles.

2. Position Overview

The Quality Engineer Officer will lead and coordinate the planning, design, implementation, and technical supervision of infrastructure rehabilitation activities under the ACCESS project.

The position ensures that all rehabilitation works comply with Ukrainian legislation, accessibility standards, donor requirements, occupational safety regulations, and humanitarian principles while supporting effective coordination with local authorities, contractors, partners, and project stakeholders.

3. Key Responsibilities

A. Project Planning and Management

• Lead and coordinate infrastructure rehabilitation activities from assessment through final handover.
• Develop work plans, implementation schedules, and procurement timelines.
• Monitor implementation progress and project indicators.
• Ensure compliance with donor requirements, accessibility standards, and environmental safeguards.
• Maintain project tracking tools, budgets, and progress reports.

B. Technical Oversight

• Conduct technical assessments and site surveys.
• Review and validate technical designs, Bills of Quantities (BoQs), and cost estimates.
• Supervise rehabilitation works and monitor quality, safety, and compliance.
• Ensure accessibility and universal design principles are incorporated into all rehabilitation works.
• Provide technical guidance to contractors and implementing partners.

C. Coordination and Stakeholder Engagement

• Coordinate with local authorities, social departments, collective centre management, contractors, and community representatives.
• Liaise with humanitarian clusters and technical working groups.
• Support integration of accessibility and inclusion standards throughout project implementation.

D. Reporting and Documentation

• Prepare monthly progress, monitoring, and completion reports.
• Maintain technical documentation, contracts, designs, and project records.
• Contribute to donor reporting, lessons learned, and project documentation.

E. Risk Management and Compliance

• Identify technical, environmental, and operational risks and propose mitigation measures.
• Ensure occupational health and safety standards are followed on all sites.
• Promote transparency, accountability, and compliance throughout project implementation.

4. Qualifications and ExperienceEducation

• University degree in Civil Engineering, Architecture, Construction Management, or a related field (Master's degree preferred).

Experience

• Minimum 7 years of relevant professional experience in infrastructure or construction project management.
• Experience in rehabilitation of collective centres, social-care facilities, or humanitarian infrastructure projects.
• Experience working with donor-funded projects.
• Experience coordinating contractors and government authorities.

Technical Skills

• Strong knowledge of Ukrainian building regulations and accessibility standards.
• Experience with infrastructure design, BoQs, technical supervision, and procurement processes.
• Proficiency in MS Office, Google Workspace, and project management tools.

Languages

• Fluency in Ukrainian and English.

5. Supervision and Reporting

The Quality Engineer Officer reports to the Project Manager and works closely with Programme teams, Technical Engineers, Finance, Administration, implementing partners, contractors, and local authorities.

6. Duration and Duty Station

Duration: Until October 31, 2026 (with possibility of extension subject to funding).

Duty Station: Lviv, Ukraine, with frequent travel to project sites in Lvivska and Rivnenska oblasts.

7. Reservation

In accordance with Ukrainian legislation and subject to organizational eligibility, the position may be eligible for staff reservation (military deferment). Reservation is processed in line with national regulations and internal procedures.

1. Загальна інформація

Проєкт ACCESS спрямований на покращення умов проживання внутрішньо переміщених осіб шляхом ремонту та модернізації місць компактного проживання й закладів соціального догляду із забезпеченням доступності, безбар'єрності та відповідності гуманітарним стандартам.

2. Основна мета посади

Інженер (-ка) з контролю якості відповідає за планування, організацію та технічний супровід робіт з реконструкції й ремонту об'єктів, контроль їхньої якості, відповідності будівельним нормам України, вимогам донорів та принципам універсального дизайну.

3. Основні обов’язки

A. Планування та управління проєктом

• Координувати всі етапи реалізації інфраструктурних робіт.
• Розробляти плани реалізації, графіки та закупівельні плани.
• Контролювати виконання проєкту та його показників.
• Забезпечувати відповідність вимогам донорів і нормативним документам.

B. Технічний контроль

• Проводити технічні обстеження об'єктів.
• Перевіряти проєктну документацію, BoQ та кошториси.
• Контролювати якість будівельних робіт.
• Забезпечувати впровадження принципів безбар'єрності.
• Надавати технічні консультації підрядникам.

C. Координація

• Взаємодіяти з органами місцевого самоврядування, адміністраціями закладів, підрядниками та партнерами.
• Координувати роботу з гуманітарними кластерами.
• Сприяти інтеграції принципів доступності в усі компоненти проєкту.

D. Звітність

• Готувати технічні та прогрес-звіти.
• Вести технічну документацію.
• Брати участь у підготовці донорської звітності.

E. Управління ризиками та комплаєнс

• Виявляти ризики реалізації проєкту.
• Контролювати дотримання вимог охорони праці.
• Забезпечувати прозорість та відповідність процедур.

4. Кваліфікаційні вимоги

Освіта

• Вища освіта у сфері будівництва, архітектури, управління будівництвом або суміжних спеціальностей.

Досвід

• Не менше 7 років відповідного професійного досвіду.
• Досвід реалізації інфраструктурних або гуманітарних проєктів.
• Досвід роботи з міжнародними донорами буде перевагою.

Професійні навички

• Знання будівельних норм України та стандартів доступності.
• Досвід технічного нагляду та роботи з проєктною документацією.
• Володіння MS Office, Google Workspace.

Мови

• Вільне володіння українською та англійською мовами.
