Job Description

Under the overall supervision of the Chief of Mission and the Head of Accountability and Quality Control (AQC) Pillar and direct supervision of the National Risk Management and Compliance Officer, the Senior Compliance Associate will be responsible and accountable for supporting the implementation of the Mission’s compliance, risk management, accountability, quality assurance and governance functions.

The incumbent contributes to strengthening adherence to IOM regulations, policies, procedures, delegated authorities, donor requirements and internal control standards through compliance monitoring, risk analysis, operational reviews, stakeholder coordination, reporting and institutional learning initiatives. The position supports the identification and assessment of compliance and operational risks, monitoring of management actions, review of operational procedures and tools, and implementation of initiatives aimed at strengthening accountability, transparency, governance and operational effectiveness across the Mission.

The incumbent works closely with programme, operational, field and support units to facilitate the consistent application of organizational policies and procedures, support risk-informed decision-making, strengthen internal controls and promote continuous improvement across Mission operations.

Responsibilities

  1. Compliance Monitoring and Review
  • Conduct compliance monitoring and review activities to assess adherence to IOM regulations, policies, procedures, delegated authorities and donor requirements.
  • Identifycompliance gaps, process weaknesses and control deficiencies and contribute to recommendations to strengthen accountability and operational effectiveness.
  • Monitor implementation of agreed corrective and preventive actions and report on progress.
  1. Risk Management Support
  • Review and analyse project and operational Risk Registers and support periodic risk assessments.
  • Identify emerging, recurring and cross-cutting risks and contribute to risk analysis and mitigation planning.
  • Monitor implementation of agreed risk treatment measures and contribute to the preparation of Mission-level risk reports.
  1. Governance and Internal Control Review
  • Review operational procedures, workflows, SOPs, guidance materials and internal control mechanisms to support compliance and effectiveness.
  • Document risks, inefficiencies and governance gaps and contribute to improvement initiatives.
  • Support the strengthening of accountability and oversight mechanisms across programmes and support units.
  1. Accountability and Quality Assurance
  • Support accountability and quality assurance activities through reviews, monitoring exercises and follow-up actions.
  • Analyse findings and trends and contribute to recommendations aimed at enhancing compliance, service delivery and operational performance.
  • Assist in monitoring implementation of quality improvement initiatives.
  1. Compliance Coordination and Follow-Up
  • Coordinate compliance-related reviews, recommendations and management actions requiring follow-up across programme and support units.
  • Maintain tracking mechanisms for compliance issues, corrective actions and agreed management responses.
  • Facilitate timely coordination among stakeholders to support implementation and closure of outstanding actions.
  1. Reporting and Analytical Support
  • Prepare compliance reports, dashboards, briefing notes, presentations and management summaries.
  • Compile and analyse data and information to support identification of risks, trends, recurring issues and areas requiring management attention.
  • Support preparation of Mission-level reporting related to compliance, accountability and risk management.
  1. Knowledge Management and Institutional Learning
  • Develop and maintain repositories, trackers, reference materials, lessons learned and guidance tools related to compliance, risk management and accountability.
  • Promote knowledge-sharing and institutional learning through documentation of good practices and recurring challenges.
  • Support the dissemination of compliance and risk management guidance throughout the Mission.
  1. Capacity Building and Awareness Raising
  • Contribute to the development and delivery of awareness initiatives, training sessions and guidance materials on compliance, risk management, accountability, governance and internal controls.
  • Support staff understanding and application of organizational policies and procedures.
  • Promote a culture of compliance, accountability and continuous improvement.
  1. Stakeholder Engagement and Coordination
  • Liaise with programme, operational, field and support units to facilitate implementation of compliance and risk management initiatives.
  • Support cross-functional collaboration and information-sharing related to compliance, accountability and governance matters.
  • Assist in coordinating reviews, meetings and follow-up actions involving multiple stakeholders.
  1. Continuous Improvement
  • Identify opportunities to strengthen efficiency, effectiveness and compliance in operational processes.
  • Contribute to process improvement initiatives and implementation of best practices.
  • Support periodic reviews of governance and oversight mechanisms.

Qualifications

EDUCATION

  • Bachelor’s degree in Political Science, Social Science, International Relations, Law, Development Studies, Migration Studies, Monitoring and Evaluation, Risk Management and Compliance, or a related field from an accredited academic institution with four years of relevant professional experience; or,
  • High School diploma with six years of relevant professional experience.

EXPERIENCE

  • Experience supporting compliance, risk management, accountability, quality assurance or related functions, including the review of SOPs, guidance documents, trackers, operational tools and related documentation;
  • Experience coordinating, documenting, tracking and following up on compliance-related matters across multiple stakeholders, including programme and support units, ensuring timely referrals, escalation and resolution;
  • Experience maintaining and administering knowledge management systems, databases and trackers, with advanced proficiency in SharePoint, Excel and other collaboration and communication platforms to support information management, reporting, institutional learning and cross-functional coordination; and
  • Experience in capacity-building activities, including design and delivery of trainings.

SKILLS

  • Ability to organize, prioritize and track multiple deliverables, requests and follow-up actions simultaneously;
  • Excellent written and verbal communication skills, including the ability to summarize issues, risks, decisions, recommendations and follow-up actions clearly;
  • Strong attention to detail and ability to identify inconsistencies, gaps and quality issues in technical documents, trackers, SOPs and agreements;
  • Ability to work independently, take initiative and follow through on assigned responsibilities with minimum supervision;
  • Excellent coordination and interpersonal skills, with the ability to establish and maintain effective working relationships with internal and external stakeholders.;
  • Excellent computer skills, including Microsoft Word, Excel, Outlook, Teams and SharePoint or similar document and tracker management systems; and
  • Ability to work under pressure and meet tight deadlines while maintaining quality and professionalism.

Languages

For this position, fluency in English and Ukrainian is required.
