Career Highlights:
My experience integrates several key areas at the intersection of public policy, technology, and large-scale project
execution:
▪ strategic-level state policy development and implementation with bodies like the Ministry of Health, WHO &
USAID-funded projects;
▪ building and developing two of Ukraine's largest networks for military rehabilitation and mental health (over 40
centers);
▪ driving innovation within the government technology sector;
▪ establishing governmental and non-governmental systems related to disaster and wartime response for over 12
years.
Key Achievements:
▪ as a civil servant at the Ministry of Health of Ukraine, developed and implemented state policy in emergency
medical care and disaster medicine, including digital solutions and inter-agency coordination of military medical services,
as well as Ukraine's response to the challenges of COVID-19; took part in the creation of a coordination center for military
medicine under the Government of Ukraine;
▪ as Deputy Head for one of Ukraine's largest charitable foundations, I am actively engaged in building Ukraine's
largest national networks: 20 RECOVERY rehabilitation centers for wounded Ukrainian soldiers and 25 RETURNING
mental health centers for military personnel of all Ukrainian defense units, veterans, and their families;
▪ established and led to profitability a startup — the GovTech Export Agency (my MBA project at the Kyiv-Mohyla
Business School);
▪ participated in creating the GovTech Alliance of Ukraine, which unites a significant part of the ecosystem of
Ukrainian IT companies specializing in government IT services;
▪ founded charitable initiatives to develop frontline medicine, evacuation and treatment of wounded.
I have had the privilege of being directly engaged in transformative national projects while collaborating with leading
centres of expertise in Ukraine across key clusters: (a) health care (including battlefield medical support and evacuation,
veteran rehabilitation and reintegration, and professional education), (b) digitalisation of public services, and (c) public
administration reform.
I succeed in building and leading sustainable systems at the intersection of crises, technological solutions, and state and
local policies for crisis response.
My experience allows me to strategically combine advanced management practices, strong partnerships, and resources to
ensure the effective development of my teams and the realization of my personal mission: creating ecosystems of

☑ Results & Outcomes: under the strategic leadership of the project’s management team, of which I am a
part, 20 modern, high-quality rehabilitation centres were designed and established within selected state
hospitals; we have created fundamentally new conditions for the comprehensive work of Ukrainian
multidisciplinary rehabilitation teams, drawing on the best practices of rehabilitation centres in Europe and
the United States that our team had collected; as of September 2025, the RECOVERY network has provided
medical rehabilitation for injuries of varying complexity to more than 40,000 Ukrainian defenders — the
largest figure in Ukraine and, given the complexity of the rehab delivered, in Europe.
Prioritizing education for medical teams
☑ Results & Outcomes: one of my highest priorities is ensuring educational opportunities for specialists of
the RECOVERY centres: more than 1,500 professionals from our partner centres have completed
specialised training courses, organised and developed by the team under my direct leadership, tailored to
their needs and delivered with both domestic and international expertise; we are cultivating the capacity of
Ukrainian rehabilitation specialists, who work daily with complex injury cases, to train rehabilitation teams
— including those of partner countries — where we see significant potential for meaningful exchange of
experience.
Building an open environment for partners to share and build a modern experience
☑ Results & Outcomes: a core strategy of our team, with my direct involvement, is the integration of the
national RECOVERY rehabilitation network into leading global professional communities; we organise
knowledge exchanges, bring world leaders to Ukraine, and establish horizontal links between Ukrainian
rehabilitation specialists and institutions in Europe, the United States, Israel, Australia etc; we firmly believe
in advancing the field of medical rehabilitation through international partnerships, with Ukraine as a holder
of cutting-edge experience.

☑ Results & Outcomes: under the strategic leadership of the management team, of which I am honoured to
be a part, more than 20 modern outpatient mental health centres are currently being established within state
hospitals; these centres will be capable of providing support each year to over 60,000 service members,
veterans, and their families; with my direct involvement, the creation of this network in Ukraine ensures a
full cycle of recovery for military personnel, including wounded service members in need of such support
— from rehabilitation to mental health care; it will also enable effective early intervention and the delivery
of high-quality mental health services, addressing a challenge that Ukraine will continue to face for many
decades.
Prioritizing the training of mental health professionals
☑ Results & Outcomes: the educational team under my leadership assesses training needs and engages
leading Ukrainian and international experts in designing specialised courses for more than 200 mental health
professionals across our network.
Sourcing global best practices in military mental trauma care
☑ Results & Outcomes: under my mentorship, our team is proactive and open to learning the world’s best
practices in the field of mental health; exchanges of experience have been established among mental health
professionals who work daily with complex and exceptional clinical cases, as well as with scientific data;
we in Ukraine have unique and complex clinical cases and scientific data that we are ready to share with
partners for the purpose of experience exchange.

Business experience in government technology cluster
☑ Results & Outcomes: as part of my MBA project on the market entry of the agency, I secured a client and,
on their behalf, conducted research on the growing IT sector within the #GovernmentTechnology cluster,
focusing on the digitalisation of public services and the development of corresponding IT products and
services — an area in which Ukraine has extensive experience and strong potential for international
expansion; in addition, on behalf of the Strimco team, I contributed to the establishment of the first Ukrainian
GovTech IT cluster, which brings together more than half of Ukraine’s govtech market.

☑ Results & Outcomes: the digital registry was designed, developed, and implemented with my involvement
on behalf of the donor during the project’s development and implementation stages, in collaboration with
the Ministry of Health of Ukraine; as a result, all interactions of state authorities regarding processes related
to medical devices — from their registration and market entry to the oversight of their certificates and use
by hospitals and patients — are now carried out in Ukraine through this registry.

☑ Results & Outcomes: additionally, under my strategic guidance on behalf of the donor, the digital registry
was implemented to coordinate the interaction of all components of the healthcare system, including state
authorities, in the field of pharmaceuticals; this has established a comprehensive ecosystem in which the
entire pathway of each medicine — from its official registration and entry into the Ukrainian market to strict
quality control and final delivery to hospitals and patients — is monitored and managed through a single
reliable source.

☑ Results & Outcomes: finally, on behalf of the donor, I identified additional needs, secured resources,
confirmed the design, and oversaw the implementation of enhanced functions for the electronic system
managing the accounting of medicines and medical devices; this system integrates hardware and software
to ensure full control over processes such as quantitative assessment, needs planning, procurement,
distribution and redistribution, accounting, inventory, monitoring, disposal, and decommissioning of goods;
it provides up-to-date information on available stocks, requirements, and the movement of medicines across
hospitals, thereby minimising the risk of gaps or surpluses in information.

☑ Results & Outcomes: I conducted a scientific study of the national disaster medical system under wartime
conditions, including infrastructure, medical brigades, and related components; this involved mapping,
forecasting, and modelling, which enabled the Ministry of Health of Ukraine to effectively and safely utilise
disaster medicine resources while taking into account the wartime context and long-term projections.

☑ Results & Outcomes: under my supervision, 400+ new ambulances (state procurements and donors) were
distributed by the MoH according to wartime priorities and to replace lost/damaged vehicles;
☑ Results & Outcomes: with my coordination, 50,000+ tourniquets, 100+ medical Toyotas, and 50 armored
medical vehicles were provided thanks to international partners (Great Britain, Switzerland and others);
☑ Results & Outcomes: within my area of responsibility, a new level of cooperation between civilian and
military medicine has been established — a legislative framework and management levels have been created
for a new disaster medicine service, which allows for systematically saving lives in wartime.
«Central 103: new innovative IT system of emergency medical care»
☑ Results & Outcomes 2019-2020: as the responsible manager, I developed a legislative amendment package
for the design and implementation, as well as the financial documentation for budgetary funds, which enabled
my team to procure and launch, for the first time in Ukraine, a national IT system that processes 100% of patient
calls to the 103 emergency hotline; subsequently, under my supervision, the IT system was transferred to the
ownership of the Ministry of Health and later to the National Health Service, allowing its integration with the
national Electronic Health Care System.
«New strategy for the development of emergency medical care in Ukraine»
☑ Results & Outcomes 2019: with my direct involvement, expertise from national and international specialists
was consolidated, and a government concept for the development of Ukraine’s emergency medical care system,
along with an implementation plan, was drafted. In the following years, the work of my team enabled the vast
majority of the provisions of these strategic documents to be realised, ensuring their sustainable implementation
across all regions of Ukraine; the subsequent COVID-19 period demonstrated how timely the strategic steps we
had taken at the national level truly were.
«Innovations in public procurement of the Ministry of Health»
☑ Results & Outcomes 2020-2021: with my direct involvement, a business model was developed for Ukraine’s
centralised medical procurement organisation — Medical Procurement of Ukraine — and the necessary legislation
was secured through the Ministry of Health, other ministries, and the Government. This strengthened the reliability of
the national procurement system, which continues to function effectively even during wartime.
«Strengthening the public health system in response to COVID-19»
☑ Results & Outcomes 2021: during the COVID-19 pandemic, our emergency medical care team redirected its efforts
toward the critically urgent task of supplying Ukrainian hospitals with oxygen stations; thanks to my analytical and
financial role in this process, hospital needs were rapidly collected and assessed, calculated using formulas based on
British standards for equipping intensive care units, specifically considering the average oxygen flow required per
patient relative to severity; based on this data, with my direct involvement, the regulatory and financial framework
was established for the full cycle of budget coordination with the Ministry of Health and continuous monitoring; as a
result, our team and the state enterprise Medical Procurement of Ukraine were able to rapidly scale up critically
important capacity to fight COVID-19: in less than two months, 225 oxygen stations — a national record — were
procured, ensuring hospitals had the life-saving oxygen supply needed to save lives.
«Providing the Ukrainian system of emergency medical care with ambulances»
☑ Results & Outcomes 2019-2021: my favourite project as a civil servant at the Ministry — the renewal of the
national ambulance fleet; with my full involvement, our team established complete national control over meeting
ambulance needs by centrally managing the financial cycle — from the MoH’s formulation of requirements &
coordination with the Ministry of Finance to budget approval by the Government — and transferred the procurement
parameters to the Medical Procurement of Ukraine, ensuring transparent and efficient purchasing: 867 ambulances /
2021 (over $44m, the largest purchase of the history of Ukraine), 416 ambulances / 2020 (over $22m), 433
ambulances / 2019 (over $27m).
Volunteer Experience
June 2023 − Christian Medical Association of Ukraine (ChMA), Board member. With my strategic
present direction, ChMA Ukraine, as a non-governmental charitable foundation, is building a community of doctors
and medical professionals, thereby directly contributing to improving the quality and accessibility of
medical care for diverse groups across Ukraine; the foundation’s results during the full-scale russian-
Ukrainian war include: over 6,400 tactical medicine trainings conducted, 1,500 doctors trained in
ultrasound diagnostics, 141 charitable medical missions organised, 54 doctors sent for internships abroad,
and 2,900 humanitarian aid shipments delivered, totalling more than one million kilograms of assistance.
