The assignment entails an independent assessment of the Project’s compliance with IFC Environmental and Social (E&S) requirements across operations in Ukraine, Poland, and Romania. The scope includes a review of existing E&S documentation and management systems against IFC Performance Standards (PS), World Bank Group EHS Guidelines, and Good International Industry Practice (GIIP).
The assessment will identify gaps in both documentation and implementation, evaluate the applicability of IFC PS, and develop a targeted Environmental and Social Action Plan (ESAP) with practical mitigation measures to ensure full alignment with IFC requirements.
• Review environmental documentation and assess compliance with IFC PS and GIIP;
• Identify environmental risks, impacts, and regulatory gaps;
• Evaluate environmental management systems and on-site implementation;
• Support preparation of the ESAP with mitigation and monitoring measures;
• Provide recommendations in line with IFC and WBG EHS Guidelines;

Development of technical assessment reports: preliminary assessment reports (PAR), simplified assessment reports (SAR), full assessment reports (FAR) for projects for the installation of cogeneration units, solar power plants, energy storage systems, wind power plants, biogas units, containing the following information:
• Summary of compliance with eligibility criteria of the Credit Line;
• Description of existing situation and baseline scenario;
• Detailed description of proposed investment;
• Calculation and reporting of main sub-project indicators, including interalia: investment cost, energy saving/generation, economic and financial indicators (where applicable), GHS and resources saving;
• Additional recommendations/instructions for the sub-borrower;
• List of basic assumptions;
• Detailed description of performed calculation;
• Cashflow (where applicable).
Relevant implemented subproject:
Ukraine Energy Security Support Facility (ESSF) (12.2024 – ongoing):
Specific objectives include supporting Facility implementation with EBRD, advising PFIs and sub-borrowers on suitable technologies, technical parameters and implementation; facilitating local market penetration, streamlining communication between stakeholders, advising on grid connection processes, ensuring compliance with EBRD policies, promoting Facility objectives, providing capacity building, and fostering knowledge sharing.
CDM Engineering is developing Simplified/Full Assessment Report for development and evaluation of technical measures for the installation of a new CHP complex, represented by several CHP units to be located in two different sites, for the combined production of electrical and thermal energy of the new CHP complex.
• The report contains detailed technical assessment report that include technical, financial, environmental aspects, risk assessment, technical/operational/financial risks, regulatory and legal risks.
