Terms of Reference for the Position of MEAL officer
The employment of a local professional by VIS is anticipated for this position.
Project-related Responsibilities:
- Develops and implements monitoring, evaluation, accountability, and learning (MEAL) frameworks and systems tailored to the objectives and needs of the organization’s projects.
- Designs and conducts assessments, surveys, and data collection activities to measure project progress and outcomes.
- Analyzes project data and generates insights to inform programmatic decision-making and improve project effectiveness.
- Facilitates learning and knowledge-sharing sessions within the organization to promote a culture of continuous improvement.
- Supports project teams in the development of realistic project indicators and targets.
- Collaborates with project staff to ensure that MEAL activities are integrated into project planning and implementation.
- Provides technical support and capacity building to project staff and partners on MEAL-related topics.
- Ensures compliance with organizational and donor reporting requirements by maintaining accurate and up-to-date project data.
- Conducts regular field visits to monitor project activities and provide on-the-job support to project staff.
- Participates in project evaluations and reviews to assess project impact and identify lessons learned.
Specific Knowledge:
- Knowledge of regulatory and methodical materials regarding the organization of automated management systems
- Knowledge of managing data protection, including data encryption, user and group management, views, and security modes.
- Knowledge of Power BI, Tableau or similar visualization tool.
- Knowledge of mobile data collection platforms (e.g., KoboToolbox or other ODK-based).
- Knowledge of GIS packages (e.g. QGIS) Solid use of the MS office software (including Word, Excel, Outlook).
- Knowledge of ActivityInfo.
Mandatory and Preferred Requirements:
- Educational background and years since obtaining the degree: A degree or master’s in Social Sciences, Statistics, Development Studies, or related fields, completed at least five years ago.
- Additional specialization: Possession of certificates or proven experience demonstrating expertise in monitoring and evaluation methodologies, including but not limited to participatory approaches, is a preferred requirement.
- Language proficiency: Proficiency in Ukrainian (native language) and excellent English proficiency, both written and spoken. Knowledge of Italian is a preferred requirement.
- Work experience in the professional field: A minimum of 3 years of experience in monitoring, evaluation, and learning within the context of development projects or humanitarian assistance.
- Strong analytical skills and attention to detail.
- Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders.
- Proficiency in relevant computer applications, including statistical analysis software and database management systems.
- Flexibility to travel and work in remote or challenging environments, as required by project needs.
