HFH International in Ukraine deepens its engagement in housing sector reform, strategic partnerships and policy expertise have become essential to advancing its impact. The Housing Law Consultant will play a central role in supporting Ukraine’s national effort to develop and implement inclusive housing legislation. This role will focus on providing expert legal input to a government-led technical working group tasked with operationalizing the draft housing framework law—specifically in the areas of social rental housing and housing fund management.
The consultant will collaborate closely with the Ministry for Development of Communities and Territories of Ukraine and liaise with international stakeholders and civil society partners.
Key deliverables:
- Communicate regularly and transparently with HFHI Ukraine team, HFHI technical experts and the wider housing and shelter & settlement sector and actors
- Work closely with the Department of Housing Policy of the Ministry for Development of Communities and Territories of Ukraine and the other members of the ministerial working group to develop the draft laws on social rental housing and housing fund management
- Provide technical input and solutions for drafting the fundamental draft laws of the newly drafted housing policy addressing the issues of social rental housing and housing fund management, namely:
- Study the best European experience of the social housing, coordinate with HFHI’s experts and consultants on selecting the best solutions for Ukraine;
- Adapt identified and approved social housing solutions to the Ukrainian legal norms, operationalize them into concrete norms/law articles;
- Report to HFHI’s team on the developed formulations, approve the norms with the HFHI’s team, working group and the key stakeholders;
- Report on the contradictions between the stakeholders in the working group and participate in finding solutions to mitigate them.
- Promote inclusive and transparent public consultation on the drafting process and the development of legislation.
Minimum Experience:
- At least ten years' experience housing & housing law development within the CEE region preferable within Ukraine
- Excellent knowledge of the Ukrainian housing sector and legislation
- Experience in drafting social housing legislation and housing legislation and housing finance
- Experience in partnership management
- Experience and understanding of Ukrainian ministerial structure and working with at Ministerial level, as well as Oblast and hromada level
- Experience in project management, monitoring, and reporting.
- Fluency in Ukrainian with preferable good English language skills
- Experience working for an NGO or IO, with a focus on housing policies, urban development or housing law in Ukraine
Contract Terms:
- Duration: 6 months contract
- Location: Kyiv, Ukraine
- Reporting: The position will report to the HFHI Ukraine, Program Manager. Close working relationship with HFHI housing subject matter experts and Regional Housing Ecosystem & Partnerships Advisor for Ukraine Regional Response
