About the organisation

Camino is a newly established non-governmental organisation founded as a local partner of Water Mission International, which has been operating in Ukraine since the start of the full-scale war in 2022.

Our mission is to strengthen community resilience by improving access to WASH services, energy solutions and protection services, promoting dignity, safety and self-sufficiency.

In partnership with UNICEF and the Ministry of Economy of Ukraine, we implement projects to modernise water supply and sanitation (WSS) systems, support the restoration of critical infrastructure, and promote the sector’s adaptation to EU standards.

Job Summary:

The Waste Management Project Coordinator will serve as a facilitator and moderator for projects related to the Ministry of Economy’s activities in the waste management sphere. This role involves coordinating multiple stakeholders, facilitating dialogue between government bodies, international partners, and private sector actors, and ensuring effective project implementation aligned with national waste management strategies and EU waste directives. The coordinator will play a critical role in advancing Ukraine’s transition toward circular economy principles and sustainable waste management practices.

Essential Duties and Responsibilities:

Project Coordination and Facilitation:

  • Serve as primary coordinator and moderator for waste management projects implemented under the Ministry of Economy’s mandate, ensuring alignment with national strategies and EU approximation goals
  • Facilitate multi-stakeholder dialogue and coordination among central executive bodies, local authorities, private sector entities, civil society organizations, and international partners
  • Organize and moderate working group meetings, roundtables, and consultations on waste management policy and project implementation
  • Ensure effective communication flow between project stakeholders, tracking action items, decisions, and follow-up requirements

Strategic Planning and Implementation Support:

  • Support development and implementation of waste management strategies, action plans, and roadmaps aligned with Ukraine’s commitments under the EU-Ukraine Association Agreement
  • Contribute to formulation of policy proposals and regulatory initiatives in the waste management sector
  • Monitor project progress against established timelines and deliverables, identifying bottlenecks and proposing solutions
  • Prepare progress reports, meeting summaries, and briefing materials for ministry leadership and donor partners

Stakeholder Engagement and Partnership Development:

  • Build and maintain effective working relationships with key stakeholders across government ministries, agencies, municipalities, and private sector waste management operators
  • Liaise with international donors, development partners, and technical assistance projects supporting waste management sector development
  • Facilitate knowledge exchange and experience sharing among Ukrainian and international partners on best practices
  • Represent the Ministry at relevant national and international forums, conferences, and technical working groups

Technical Support and Capacity Building:

  • Provide technical guidance on waste management project design and implementation approaches aligned with EU directives
  • Support capacity building initiatives for government officials, local authorities, and stakeholders on waste management policy and best practices
  • Contribute to development of methodological guidance, training materials, and knowledge products
  • Assist in identifying technical assistance needs and coordinating delivery of expert support

Qualifications:

Master’s degree in Environmental Management, Public Administration, Environmental Engineering, International Development, or related field.

Minimum 5 years of experience in project coordination, preferably in waste management, environmental sectors, or international development programs.

Required Qualifications:

  • Demonstrated experience coordinating multi-stakeholder projects involving government bodies, international organizations, and private sector partners
  • Strong facilitation and moderation skills, with ability to manage diverse perspectives and build consensus
  • Knowledge of waste management policies, practices, technologies, and EU waste directives
  • Excellent organizational and project management skills with proven ability to manage multiple priorities
  • Strong written and verbal communication skills in Ukrainian and English
  • Ability to work effectively in a government ministry environment and navigate institutional structures

Preferred Qualifications:

  • Previous experience working with Ukrainian government ministries on environmental or waste management issues
  • Experience with international development projects funded by UN agencies, EU institutions, or bilateral donors
  • Knowledge of EU approximation processes and EU-Ukraine Association Agreement commitments
  • Technical expertise in specific waste streams or waste management technologies

Working Conditions:

This position will be based in Kyiv.

Physical Requirements:

Ability to work in physically demanding conditions, if required by the context.
