TSF UKRAINE

Télécoms Sans Frontières (TSF) was founded in 1998 as the world’s first NGO focusing on emergency-response technologies. We enable people affected by humanitarian crises to communicate and regain a perspective on life.

In a world disrupted by climate change and numerous complex crises, TSF contributes to community resilience in the context of natural and man-made disasters, conflicts, and migratory crises. To respond to these different crises and needs, we implement connectivity, information access, and digital inclusion solutions to benefit refugees, migrants, displaced persons, and anyone affected by a one-off or protracted crisis.

Our core principles and driving values are to contribute to community resilience by promoting the responsible use of technology through a localized approach while maintaining immediate emergency response capacity. We believe that strategic alliances are crucial to developing more sustainable actions and accessing affected populations in difficult contexts.

25 years of field experience and comprehensive technical expertise give TSF a special place at the intersection of new technologies and humanitarian aid. The evolution of these technologies and their uses is causing social and environmental upheaval. TSF promotes the responsible use of new technologies in the service of human life.

OUR PROJECT

Connectivity

The ongoing conflict in Ukraine has led to significant population displacement from the war zone and frontline areas. Many internally displaced persons (IDPs) now reside in collective centers across Ukraine, creating an urgent need for humanitarian assistance, particularly in reliable communication to support safety, education, and well-being.

Telecoms Sans Frontières aims to mitigate the impact of the conflict by providing free access to the Internet in places of temporary residence of IDPs. We currently cover the needs of 24 centers across the country. By the end of 2026, we plan to launch 15 more centers.

Internet Safety

Safety online is a global concern which is exacerbated for vulnerable populations such as people displaced by war.

The digital safety needs of Ukrainians IDPs are distinct and urgent. They are particularly vulnerable because they rely heavily on digital tools for survival, but this dependence exposes them to targeted, high-risk attacks.

Some examples of risks:

Identity and Document Security

Protection from Scams and Trafficking

Secure Communications

Access to Reliable Information

In 2026, we aim to implement a pilot project over a period of 6 months in order to confirm the need and the interest of IDPs in learning sessions to increase their awareness and resilience to the risks.
