Position Title: Expert on Development of Regulatory Legal Acts in Environmental Sphere (Water Resources)
Hours: Full-time

About the Organization:
Camino works in partnership with UNICEF the Government of Ukraine to support institutional capacity building and policy development in critical sectors including water, sanitation, and environmen-tal management. This position supports the Ministry of Economy, Environment and Agriculture of Ukraine in developing and implementing regulatory legal frameworks aligned with EU standards and international best practices.
Job Summary:
An expert on the development of regulatory and legal acts in the field of environmental protection (Water Resources) will provide support to the Ministry of Economy, Environment and Agriculture of Ukraine in the development of regulatory and legal acts in the field of environmental protection in the area of water management, management, use and reproduction of surface water resources and marine waters. The expert will ensure that all measures affecting aquatic ecosystems comply with Ukrainian legislation, international agreements, and other requirements. The expert will also contribute to bringing the national legislative framework into line with EU standards, assist in the development and legal review of regulatory documents, and contribute to strengthening the institutional capacity of state bodies.
Essential Duties and Responsibilities:
- Development of regulatory and legal acts in the field of environmental protection.
- Provision of legal analysis and recommendations on national legislation, subordinate acts, and regulatory documents related to the development of water management, management, use, and reproduction of surface water resources and marine waters, etc.
- Drafting, reviewing, and providing legal opinions on contracts, memoranda of understanding, interagency agreements, and other legal documents.
- Promoting the harmonization of Ukrainian legislation with EU directives and international standards.
- Assist in the development or review of legal and regulatory acts governing the use of water resources.
- Ensure that the implementation of public investment projects complies with legislation.
- Provide legal support to working groups, interdepartmental platforms, and consultations with stakeholders.
Regulatory Development and Legislative Support:
- Draft normativelegal acts (NPA) in the environmental sphere (water resources) from initial concept through final adoption, ensuring compliance with regulatory procedures and established protocols.
- Systematize new normative legal acts being developed in accordance with existing legislation, ensuring consistency and coherence within the legal framework.
- Conduct comprehensive analysis of draft legislative and regulatory acts to verify compliance with current Ukrainian legislation and identify potential conflicts or gaps.
- Provide rapid and substantive responses to comments and observations from central executive bodies and other stakeholders during the consultation and approval process.
Technical and Economic Analysis:
- Develop financial-economic calculations and cost-benefit analyses to support proposed regulatory changes and policy initiatives.
- Prepare regulatory impact assessments (RIA) evaluating potential economic, social, and environmental consequences of proposed regulations.
- Conduct gap analyses comparing current Ukrainian legislation with EU directives and regulations, identifying areas requiring harmonization.
StakeholderEngagement and Coordination:
- Review and provide expert comments on draft normative-legal acts developed by other central executive authorities, ensuring inter-ministerial coordination.
- Coordinate with the State Regulatory Service (DRS) and Ministry of Justice on regulatory procedures, approvals, and legislative advancement.
- Facilitate consultation processes with stakeholders including government bodies, civil society organizations, and international partners.
- Support working groups and inter-agency platforms focused on environmental policy and regulatory development.
European Integration and International Standards:
- Apply knowledge of European legislation, EU Directives, and Regulations to ensure Ukrainian normative-legal acts align with EU requirements and commitments.
- Participate in the development and implementation of harmonization roadmaps and action plans for approximation with EU environmental legislation.
- Monitor developments in EU environmental policy and advise on implications for Ukrainian regulatory framework.
Qualifications:
- Master’s degree or equivalent in law, public administration, or a related field.
- Specialization in water resources management or regulatory policy will be considered an advantage.
Required Qualifications:
- At least 5 years of proven professional experience, preferably in areas related to water resource management.
- Experience in drafting or amending legal and regulatory documents.
- Previous cooperation with government agencies or local authorities, including participation in working groups, consultations, or regulatory development.
- Practical experience in conducting regulatory impact assessments or legal analysis is desirable.
- Experience in litigation in relevant sectors of the economy will be considered an advantage.
- Experience in water resource management or similar fields is highly desirable.
- Previous work with relevant agencies, international organizations, or development banks is an advantage.
Preferred Qualifications:
- Previous work experience with or within the State Regulatory Service (DRS) or Ministry of Justice.
- Demonstrated track record of successfully advancing normative-legal acts through the full legislative process from creation to adoption.
- Experience working with international organizations, EU institutions, or development banks on regulatory reform initiatives.
- Familiarity with EU approximation processes and experience in EU-Ukraine бажаноcooperation frameworks.
- Technical expertise in water resources and environmental management,
Working Conditions:
This position will be based in Kyiv.
Travel to program areas is required, sometimes to remote and challenging environments.
Physical Requirements:
Ability to work in physically demanding conditions, if required by the context.
Ability to travel frequently and for extended periods.
