HAMAP-Humanitaire is a French NGO, established in 1999 in order to contribute to the struggle against mines and the risks it presents to civilian population. HAMAP-Humanitaire is active in 13 countries and pursues a mission of support to local partners from the need assessment, through project conception and to its sustainable implementation. HAMAP Humanitaire diversified its field of activity, to encompass two sectors: Engineering (WASH, construction, energy) and Mine Action.
HAMAP-HUMANITAIRE IN UKRAINE
HAMAP-Humanitaire is opening its first office in Ukraine to implement a capacity building program for a local actor in the field of Mine Action.
DESCRIPTION OF DUTIES
Under the line management of the Head of Mission, the Logistics Officer will implement and supervise all logistics operations (procurement, asset management, premises management, fleet management, security management support) for HH in Ukraine.
She/he will ensure smooth functioning of all day-to-day operations to achieve program goals while ensuring that all the necessary systems, policies, and procedures are rolled out, understood, and implemented.
Main Responsibilities and tasks
Supply Management
- Develop and monitor a procurement market strategy at local level fitting with HH needs.
- Ensure compliance of HH and donors procurement procedures.
- Establish and update procurement plans for projects in close cooperation with program team.
- Lead the procurement process.
- Supervise the preparation and development of procurement files.
- Ensure the collection of quotations as required.
- Lead the launch and management of tenders as required.
- Lead contacts and communications with vendors, suppliers and service providers.
- Ensure development of Service Provider Performance Evaluation.
- Ensure goods/assets procured are properly stored and followed up through frequent inventory.
- Ensure procurement files, for ongoing and finalized procurement, are complete and archived according to HH policy and procedures.
Equipment, IT and Asset Management
- Maintain HH asset list up to date and mark all new relevant items procured.
- Ensure frequent inventory of the assets/equipment to update their status.
- Organize installation, safeguarding and follow up of the assets/Equipment.
- Follow up on communication means and ensure that they are regularly checked and operational (internet, phones, devices…)
- Ensure the maintenance and correct use of IT equipment.
- Implement backup and data-protection following HH procedures.
Premises Management
- Ensure HH premises are fitting with overall working requirement (space, security/safety, stationaries, furniture,…).
- Manage renewal of the HH lease agreement and maintain contact with the landlords.
- Analyze when required the local premise market and contribute to the premise need assessment.
- Propose upgrades/Equipment to improve the overall working condition and security/safety measures in collaboration with the Head of Mission.
Vehicle Fleet Management
- Supervise the planning and execution of the vehicle fleet in line with security rules.
- Ensure all vehicles have administrative documents, registration and driving license up to date.
- Ensure service providers/drivers are following up the movement procedures as per HH SOPs.
- Ensure tracking of movement (logbook, tracking app) are in place and are used correctly.
- Ensure fuel consumption and vehicle mileage are monitored, consolidated, analyzed and recorded.
- Ensure drivers are receiving general training/information and have Performance evaluation made.
Security management
- Contribute to the development of HH Security plan.
- Implement security/safety measures as determined in the Security plan and the Head of Mission.
- Participate and contribute to relevant security meetings.
- Follow up and comply with HAMAP-Humanitaire Security and Safety procedures.
Other
- Ensure relevant monitoring of HH local partner as required.
- Travel to areas of Ukraine as required.
Requirements
Education
- University degree in business administration, finance, logistics or relevant field.
Experience
- At least 3 years or work experience in operations field.
- Practical experience with international NGOs, or UN is a strong advantage.
- Experience in the Mine Action sector is a strong advantage.
Soft skills
