Project officer

We are looking for an experienced project officer with strong coordination skills and a dynamic personality. You will be based in Kyiv and support our engagements in Ukraine Ukraine.

Background

The Danish Institute for Human Rights (the Institute) is the National Human Rights Institution in Denmark with a mandate to work internationally. The Institute is implementing a project in Ukraine and seeks a consultancy Project Officer to support implementation of the activities. The Consultant will ensure day‑to‑day delivery, liaise with national stakeholders, and provide ongoing contextual insights to guide adaptive management

Main tasks

As a full-time project officer, tasks will include:

  • Support in the planning and implementation of activities in line with approved work plans, budgets, and procedures;
  • Coordinate logistics and administration for meetings, workshops, and missions.
  • Maintain proactive relationships with national stakeholders, relevant state actors, civil society, academia, UN agencies, donors, and diplomatic missions to support coordinated implementation, and help build new relationships;
  • Provide regular updates on legal, policy, and institutional developments in Ukraine; flag risks and propose mitigation measures to inform adaptive management;
  • Support in preparing concept notes, ToRs, agendas and contribute to peer exchange, capacity development and learning.
  • Support results‑based monitoring (e.g., indicator tracking/outcome notes), document lessons learned, and feed learning into planning.
  • Undertake travel within Ukraine and, when required, to the regions or Copenhagen for planning, coordination, and implementation, subject to security conditions.

Your qualifications and experience

  • Advanced university degree (Masters' degree) in law, social sciences or related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 3 years of experience with project management/administration, stakeholder engagement, and project implementation.
  • Experience in liaising and engaging with donors, international and regional organisations, national human rights institutions, civil society, private sector actors, etc.
  • Knowledge of the international human rights framework and experience of working with human rights-related issues.
  • Relevant professional experience in Ukraine and human rights contextual knowledge of the country / region.
  • Full proficiency in spoken and written English and Ukrainian. Your personal skills
  • A positive and dynamic personality.
  • A team player with demonstrated experience of working in an international environment.
  • Excellent communication and strong interpersonal skills, including proven experience in developing partnerships. Prior experience of working with state partners will be considered an asset.
  • Well organised, flexible, and able to work independently.
  • Diplomatic, culturally sensitive, and effective in building partnerships across diverse stakeholders.

SALARY AND CONDITIONS OF EMPLOYMENT

The duty station is Kyiv, with periodic travel to Mykolaiv envisaged. The selected candidate must be permitted to work in Kyiv. The position is consultancy (monthly-rate contract). The Consultant is responsible for their own taxes, social contributions, and personal insurance. Monthly fee commensurate with qualifications and experience; paid against approved deliverables/timesheets and invoice, in line with Institute procedures.

Expected starting date: 1st May 2026.
