Program/Department Summary:

The ongoing war in Ukraine has had a serious impact on small and medium-sized businesses, job availability, inclusive employment, access to critical services, and social support in communities. The BLOOM Program aims to provide resilience support to improve food security and self-reliance of vulnerable, war-effected households and communities by protecting and restoring their livelihoods.

It works in Chernihiv, Sumy, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, Kherson, and Odesa regions, as well as Kyiv, except for areas where active hostilities are ongoing, as well as areas with restricted access or high risk to life and business activities. BLOOM program is implemented by the BLOOM Consortium with funding from UK aid from the UK government.

General Position Summary:

Under the direct supervision of the Communications Manager, the Communications Officer is responsible for promoting Mercy Corps' work within the BLOOM program.

This role ensures the visibility and public presence of BLOOM through external and internal channels, including external events, media outlets publications, websites, informational products, social media, newsletters, and internal platforms.

The Communications Officer works closely with the BLOOM program team, Mercy Corps' communications team, and implementation partners to ensure message consistency, compliance with donor requirements, and adherence to Mercy Corps' branding standards

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Communications and Content Creation

  • Develop high-quality multimedia content (photo, video) to support media materials and public communications.
  • Create success stories and thematic materials for donors, partners, web platforms, and internal audiences.
  • Coordinate the design and layout of BLOOM informational materials—such as leaflets, posters, infographics, presentations, and report layouts—in line with Mercy Corps and BLOOM brand guidelines.
  • Review and approve communication and media materials produced by BLOOM partners and provide guidance on branding and donor requirements.

Event Planning and Coordination

  • Plan and coordinate events aimed at promoting BLOOM’s activities, strengthening stakeholder engagement, and increasing public awareness.
  • Develop event concepts and agendas; manage vendor and service-provider communication; ensure smooth on-site execution.
  • Oversee branding and visibility at all events in line with Mercy Corps and donor guidelines.
  • Prepare briefing notes, talking points, and post-event communication materials (press releases, social media content, photo/video assets).

Media Engagement

  • In collaboration with the Media Communication Officer, ensure appropriate media coverage of the BLOOM program and support media partnerships.
  • Coordinate and accompany journalists, photographers, and videographers during field trips for content collection; provide support and ensure accurate and compelling storytelling.

Digital Communications

  • In collaboration with the Digital Communication Officer, support Mercy Corps' social media channels as a platform to disseminate BLOOM-related content, including drafting and adapting social media posts, preparing visuals, and ensuring consistent messaging across platforms.
  • Contribute to the implementation of the overall Mercy Corps communication strategy with a specific focus on BLOOM.

Reporting and Donor Communications

  • Prepare communication materials for reporting purposes and donor-facing products.
  • Ensure all outputs align with donor visibility requirements and organizational communication standards.

Strategic Communication Support

  • Participate in the implementation of the overall Mercy Corps communication strategy with a focus on BLOOM.
  • Contribute to the preparation of key strategic documents such as messaging document, talking points, and guidance materials for internal audiences.

Administrative Support

  • Perform administrative tasks required for effective implementation of program communication and media activities.

Accountability

Reports Directly To: Communications Manager

Works Directly With: Communications team, The Building Livelihoods and Opportunities for Optimised Markets (BLOOM) programme (BLOOM) implementation team

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualifications & Transferable Skills

  • Bachelor’s degree in Journalism, Communications, Public Relations, or a related field;
  • Minimum 2 years of experience in communications, public relations, or a related field;
  • Experience in organizing and conducting events (both online and offline) for various audiences;
  • Proven track record of successful content creation, including writing, editing, and multimedia content production (portfolio is optional);
  • Experience in social media management and digital communications;
  • Familiarity with design software (e.g., Adobe Photoshop, Illustrator, Canva) and video editing tools (e.g., Adobe Premiere Pro, Final Cut Pro);
  • Excellent written and verbal communication skills in English;
  • Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint);
  • A passion for storytelling and a commitment to making a positive impact;
  • Understanding of or experience in humanitarian sector is beneficial.

During the field trips living conditions will be adjusted to the field conditions.
