Regional Head of procurement

Seeton is an international system integrator delivering complex IT projects for the corporate, telecom, and public sectors.

We are looking for a Regional Head of Procurement to lead and develop the procurement function across Ukraine and Azerbaijan.

This role combines both strategic and operational responsibility for procurement in two countries and involves team leadership, process development, and ensuring efficient procurement in a project-driven environment.

Key Responsibilities

• Lead the procurement function in Ukraine and Azerbaijan, coordinating and developing local teams
• Implement unified procurement approaches, procedures, and policies across both countries
• Build and develop a structured vendor management system, including selection, evaluation, segmentation, and performance management
• Develop relationships with key vendors (global IT vendors and distributors), including negotiation of commercial terms, bonuses, and rebates
• Lead complex negotiations and establish long-term partnerships
• Ensure timely procurement and delivery in line with project requirements
• Drive cost optimization initiatives (TCO, analytics, savings initiatives)
• Manage budgets and procurement-related risks
• Build procurement analytics and reporting, including vendor performance tracking
• Collaborate closely with Finance, Sales, and Delivery teams
• Oversee international procurement processes (import, Incoterms, logistics)
• Participate in the transformation and automation of procurement processes

Hard Skills / Professional Expertise

• Proven experience working with international vendors and distributors (IT hardware, software, services)
• Experience managing the full vendor lifecycle: selection, evaluation, and development
• Strong negotiation experience in commercial terms, bonus programs, and rebates
• Understanding of vendor partnership models (including authorizations and partner tiers)
• Experience in international procurement (import, Incoterms, customs processes)
• Solid understanding of financial processes (budgeting, cost control, margin management)
• Strong analytical skills (Excel, ERP systems, TCO analysis, proposal comparison)
• Experience in building or transforming procurement processes
