Annex 2 — TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Monitoring and Evaluation (M&E) Engineer
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 6 months, with possibility of extension subject to availability funds and satisfactory job performance.
- Nature of the consultancy:
Under the overall supervision of the Chief of Mission and the direct supervision of the Monitoring and Evaluation Officer, the Consultant will assist in the mission MEAL initiatives.
- Project Context and Scope:
IOM Ukraine implements multisectoral response programmes covering WASH, Shelter, and Housing to support conflict‑affected communities across the country. These interventions include:
- Rehabilitation and construction of water supply, sanitation and heating systems;
- Repair, rehabilitation, and reconstruction of damaged shelters and residential buildings;
- Provision of shelter materials, emergency repairs, and winterization assistance;
- Housing assistance for vulnerable households, ensuring safety, habitability, and compliance with local engineering standards.
To ensure accountability, quality, and evidence‑based decision‑making, IOM seeks an M&E WASH, Shelter and Housing Engineer to develop — in close coordination with relevant technical teams — technical tools for activity monitoring of types of activities listed above, as well as train the MEAL team on how to apply these tools. The position will be based in Kyiv with frequent in‑country field travel.
The objective is to strengthen the monitoring and technical oversight of WASH, Shelter, and Housing interventions by:
- Ensuring adherence to engineering standards, safety requirements, and IOM technical guidelines;
- Monitoring implementation progress, quality, and performance of contractors and partners;
- Supporting MEAL processes through systematic data collection, verification, and analysis;
- Enhancing beneficiary accountability by identifying risks, gaps, and recommended corrective actions.

- Conduct site visits for WASH, Shelter, and Housing interventions to assess progress and technical quality.
- Design and refine technical monitoring tools, checklists, verification templates, and engineering assessment forms tailored for WASH, Shelter, and Housing sectors.
- Establish standardized monitoring approaches that integrate MEAL and engineering requirements.
- Review project technical documentation for monitoring purposes including approved drawings, BoQs, contractor bills, and material specifications to enable verification of quality and compliance.
- Verify that construction and rehabilitation works meet Ukrainian codes, relevant international standards, IOM standards, and donor requirements.
- Coordinate with shelter, WASH and housing unit and field meal staff to harmonize monitoring approaches.
- Support needs assessments, feasibility studies, and technical evaluations for new sites or activities.
- Identify risks, delays, quality issues, and propose mitigating actions to project teams.
- Deliver training sessions for MEAL staff, WASH/Shelter field teams, and implementing partners on how to monitor technical projects. Provide ongoing mentoring and coaching to strengthen internal capacity for engineering‑focused monitoring and accountability.)
- Prepare clear, evidence‑based monitoring reports summarizing progress, quality concerns, compliance findings, and recommended corrective actions.
- Provide technical support in construction management, construction engineering, civil or architectural design, and construction supervision, whenever feasible.
- Train the MEAL team conducting activity monitoring using the newly designed tools
- Perform other duties as may be assigned.
- Performance indicators for the evaluation of results
- Timely submission of deliverables and monitoring products, including training to the MEAL team.
- Accuracy, clarity, and reliability of engineering verification data.
- Identified issues and recommendations lead to demonstrable improvements in implementation.
- Positive feedback from field teams and sector leads on technical support provided.
- Education, Experience and/or skills required
The Consultant should meet the following requirements:
- At least Master’s degree in Civil Engineering, Construction Engineering, Environmental Engineering, WASH Engineering, Architecture, or related fields.
- Minimum 3−5 years of engineering experience in WASH and/or Shelter/Housing projects.
- Previous experience conducting technical assessments, supervision, or quality control.
- Experience with MEAL systems or project performance monitoring is an asset.
- Strong command of construction standards, WASH engineering practices, and shelter/housing rehabilitation norms.
- Ability to use monitoring tools, Kobo/ODK, GIS, and technical measurement methods.
- Strong analytical and reporting skills.
- Fluency/working knowledge of English is an advantage.
- Travel required
Frequent travel across Ukraine (subject to security clearance).
