Programme Officer

Location: Odesa, with the possibility of duty trips to various parts of Ukraine and internationally. In Ukraine ProPeace operates through three offices located in Kyiv, Chernivtsi and Odesa.

Your tasks and responsibilities

Under the direct supervision of the Country Director the Programme Officer will play an important role in the implementation of ProPeace work in Odesa and wider Ukraine. The incumbent will be responsible for planning, implementation and administration of ProPeace programme work in Odesa and other regions. In particular, this will include project drafting, planning, monitoring and reporting, co-ordination of implementing partners' activities, research, translations, contribution to the development of project publications, establishing collaborative relations with relevant stakeholders, and other tasks as defined by ProPeace Country Director.

Specific tasks include:

  • Manage projects through all steps of the project cycle. This will include the identification and design of projects, the preparation of project proposals and pertinent budgets, as well as the implementation, monitoring and evaluation of projects and activities of ProPeace Ukraine.
  • Draft project proposals in cooperation with ProPeace programme office colleagues, as well as with partner organizations.
  • Organize regular programme progress meetings with colleagues in other offices and partners
  • Advise and cooperate with partner organizations in the process of project implementation.
  • Facilitate the communication and exchanges between ProPeace programme office Ukraine and partners, local authorities, local civil society and other relevant stakeholders in Ukraine.
  • Apply PM&E methodology according to ProPeace standards and requirement, under the guidance of the country-based PM&E Advisor
  • Contribute actively to the building of contacts and partnership network of ProPeace programme office in Ukraine.
  • Draft official letters, meeting minutes and reports related to ProPeace project activities in Ukraine.
  • Prepare visibility materials such as newsletters, social media posts, brochures and other promotional publications.
  • Organize and manage events such as seminars, round-tables, workshops, training sessions, study and project visits and conferences.
  • Research and analyse actual or potential conflicts at local level, map conflict actors and develop ideas and actions plans to address the issues identified.
  • Provide translation of written text and consecutive interpretation from Ukrainian to English and vise-versa.
  • Abide to ProPeace SSRM standards and act as a LSP focal point in Odesa.
  • Perform tasks related to office management with guidance from the Country Director and the Finance Manager

Your profile

  • Advanced university degree in political science, international relations, sociology, anthropology, law or other related fields.
  • A minimum of 3 years of working experience, preferably with international organizations, in the fields of conflict transformation, human rights, civil society, good governance, intercultural dialogue or a related field.
  • Solid understanding of the current context in Ukraine, including sources of conflict at local level, and issues pertaining to social cohesion, civil conflict management, and transitional justice.
  • Commitment to continuous learning and application of methods of peacebuilding programming
  • Solid experience in full project cycle management, including monitoring and evaluation, particularly with international donor-funded projects.
  • Experience in working with institutions, civil society, media, and academia
  • Demonstrated experience in organizing conferences/ events
  • Full professional fluency in English and strong verbal communication skills in Ukrainian.
  • Committed to peace and strong interest to contribute to addressing current challenges experienced by Ukrainian communities at local level.
  • Excellent research, analysis and drafting skills.
  • Computer and Internet proficiency.
  • Strong intercultural sensitivity and ability to work in a team, and under pressure
  • Self-motivation and ability to demonstrate initiative and work autonomously.
  • Ability to multitask and coordinate several projects simultaneously.
  • Willingness to travel frequently throughout Ukraine.
  • Driving licence and driving experience

Our offer We offer an attractive position with a fixed term contract and a competitive salary. We also offer participation in qualification and professional development courses and, where appropriate, participation in a language course. The duration of the employment contract will be initially for one year with possibility of extension.
