Ministry of Foreign Affairs of Ukraine/IOM, Kyiv – Advisor on Digital Transformation to CDTO, August 2023 – PRESENT
Spearheaded the initiation and launch of robust Project Management practices to oversee digital transformation projects, enhancing efficiency and effectiveness. Established the Project Management Office (PMO), introducing foundational processes and formalities to streamline project delivery and ensure alignment with strategic objectives. Authored the vision Digital Transformation Strategy and the Digital Transformation Office, encapsulated in Terms of References (ToRs), to secure systematic investments from International Aid Organizations. Fostered relationships between the PMO and key stakeholders, facilitating focused and expert discussions for project delivery, thereby enhancing stakeholder engagement and project alignment. Implemented SDLC adherence within the IT team of the Ministry of Foreign Affairs (MFA), elevating the quality of software development through structured approaches to business analysis, technical design, and testing (including User Acceptance Testing and security testing). Conducted micro-learning sessions for the MFA's local IT team, empowering them with the latest digital skills and fostering a culture of continuous learning and improvement.

Leading the office for development digital products for internal business clients. Managing hybrid (Waterfall vs Agile) project management office, harmonizing business expectations with development process uncertainty. My team combined with project and product management professionals (15 people). Key responsibilities are - to manage the digital development portfolio ($13M with total $18M of monetized incomes coming from implemented digital products, 120 people, 40+ projects, 20+ external providers and teams), resource management, release management, planning, delivery, controls as well as discovering/designing new opportunities. Corporate Product Development Lifecycle and Project Lifecycle frameworks have been developed and implemented. Under my supervision OnePlan hybrid project management system has been implemented.
