GIZ has been working on behalf of the German Government to support Ukraine in its transition process since 1993. In 2002, the German Federal Ministry for Economic Cooperation and Development (BMZ) started making funds available for development and the reform process in Ukraine.

The EU and Ukraine have shared a common border since 2004; the country is therefore integrated in the European Neighbourhood Policy (ENP). The Eastern Partnership was set up by the EU in 2009 to consolidate and deepen this approach.

The German Government has reiterated its support for Ukraine in implementing the ENP Action Plan. Cooperation is designed to bring Ukraine closer to the EU and to result in tangible improvements to the political, social, economic and ecological situation, based on a commitment to sustainable development.

GIZ is currently working on behalf of four German ministries and the European Union (EU) at 16 locations in Ukraine, with more than 90 national and international staff. Around 40 CIM experts and returning experts are providing support for the public administration, chambers of commerce and SMEs. The GIZ office in Kyiv opened in 2009.

Germany’s international cooperation with Ukraine focuses on three priority areas:

• sustainable economic development
• energy efficiency
• the HIV/AIDS response.

Between 2010 and July 2012, GIZ provided advisory services and capacity building for the four host cities in Ukraine — Kyiv, Donetsk, Kharkiv and Lviv — in preparation for the Euro 2012 football championships. This project on behalf of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and BMZ enabled Germany to share the experience gained from the 2006 World Cup in Germany and the 2010 World Cup in South Africa. The lessons learned and the cooperative relationships formed during this period are now being utilised in the field of integrated municipal and urban development.
