About the Company

People Cloud is a Japanese company specializing in attracting highly skilled talent from Eastern Europe and Central Asia to work with Japanese companies. We support international recruitment, cross-border collaboration, and long-term workforce development in Japan.

Currently, we are working on a new initiative with collaboration with the United Nations Industrial Development Organization (UNIDO) aimed at revitalizing Ukraine’s IT industry and related fields through international cooperation and business development. As part of this project, we are looking for a Ukrainian Project Manager / Business Development Specialist who can support and coordinate our activities in Ukraine.

This role will play a key part in bridging Ukrainian professionals and organizations with Japanese partners.

Current Project

We are currently working on two closely connected projects that are designed to achieve a shared long-term outcome.

The first project focuses on attracting a Japanese company operating in the IT and medical sectors to collaborate on solutions that can support people affected by the war in Ukraine. This includes exploring technological and digital approaches that contribute to healthcare access, recovery, and social support.

In parallel, we are establishing a re-education program in cooperation with local partners in Ukraine. This program is aimed at helping Ukrainians acquire in-demand skills in Business Development, Project Management, and Engineering («Tech Leadership & Future Skills Development Training»), combined with Japanese language training. The goal is to prepare participants for long-term cooperation with Japanese companies and international projects.

These initiatives are closely intertwined and together form a foundation for sustainable industry development and international collaboration.

Key Responsibilities

• Coordinate and support Ukraine-Japan collaboration projects on the ground in Ukraine
• Act as a main point of contact between Ukrainian partners and Japanese stakeholders
• Conduct local business development activities in Ukraine, including outreach to potential clients and partners, setting meetings, and reporting results
• Support and, where necessary, manage small local teams involved in project or business activities
• Support recruitment activities in Ukraine for the BizDev / PM / Engineering re-education program
• Assist with program promotion, including basic PR activities and social media coordination
• Prepare clear reports and updates in English for internal and external stakeholders

Requirements

• 3+ years of experience in Project Management, Business Development, Sales, or Operations
• Practical business experience in Ukraine, with an understanding of how international (especially Japanese) companies enter or operate in the Ukrainian market
• Existing local network that can support partner or client outreach in Ukraine
• Experience working with international or cross-cultural stakeholders
• Good understanding of IT-related projects or digital services, including projects in the medical or healthcare domain
• English proficiency sufficient for professional communication
• Ability to work independently and take ownership in a growing project environment

• Basic skills in PR, promotion, or social media operations
• Experience working with or supporting Japanese companies
• Interest in Japan or Japanese business culture; Japanese language skills are a plus
