INTERSOS Ukraine is a subdivision of the international humanitarian organization INTERSOS (Italy).

We provide support to victims of emergencies, armed conflicts and natural disasters with particular attention to the most vulnerable categories: children, women, elderly people, displaces persons, who were forced to flee their homes and moved to safer places and also to those who cannot leave the dangerous regions and are under constant threat.

INTERSOS teams are present in Odesa, Kyiv, Kharkiv, Mykolayiv, Kherson and now expand their activities in Sumy.

INTERSOS Ukraine provides economic, humanitarian and medical aid, psychological support, organizes educational activities, gives medicines and equipment to the hospitals, provides shelter and ensures basic human needs. During one year of our work in Ukraine we provided support to more than 100 000 people. 75 000 of them received aid in the sphere of protection, prevention and emergency care. 3 000 medical consultations were carried out in remote regions, which are not covered by the official heath care system. 49 medical institutions received medicines, medical devices and equipment.

We are opening a vacancy of the Legal Specialist

Location: Kyiv

Duration of contract: till 31/12/2026 with possibility for extension.

Main Purpose

  • The Legal Specialist is responsible for the technical supervision and coordination of all legal activities and ensures that the legal services and activities meet quality standards.
  • Provide technical guidance and advice to staff ensuring that specific components of the programme are delivered according to internal guidelines and in line with international standards and principles.
  • Guarantee training and capacity building of field legal staff.

Functional: Protection Coordinator

Main responsibilities and tasks:

Technical Leadership

  • Contribute to the design a the legal protection strategy of the mission and provide technical support and assistance for the implementation of quality activities.
  • Lead the development and implementation of legal SOPs at mission level adapting international guidelines to the local context.
  • Identify key legal issues and risks, and use evidence to develop a legal awareness package that is context/area specific and tailored to the needs
  • Ensure cohesion and harmonization of activities, tools, guidelines and services across the different implementation sites within the mission.
  • Document case studies and voices of affected population regarding barriers and challenges related to legal issues

Coordination and Support

  • Regularly analyze data, elaborate on trends and legal situations to provide timely and quality reporting over legal services provided, as needed by project- or mission-management.
  • Use legal analysis to inform program development and Identification of opportunities for new interventions
  • In coordination with MEAL, provide legal technical inputs to monitoring tool and support needs assessments and developments of new project proposals.
  • Develop an effective referral pathway for legal cases and ensure mapping of legal services is regularly up to date. Under the supervision of the Protection Coordinator undertake regular field monitoring visits and provide support tools to monitor quality of program implementation

Supervision and Staff Management

  • Provide technical guidance and support to legal staff ensuring quality in the implementation of activities and services.
  • Identify capacity building needs of legal staff by assessing knowledge and skills, and provide learning opportunities through training, workshops and/or simulation exercises.
  • Supervise the accuracy of the legal cases documentation through regular review of files and legal DB/platform status and provide feedback to the legal team.
  • Design and facilitate training for other staff members or external stakeholders (e.g. authorities, local partners, targeted communities) on legal matters and legislation pertaining to civilians' protection.
  • Conduct case audits to ensure that cases meet and maintain compliance with established SOPs and minimum standards in legal assistance.
  • Participate in case meetings for complex cases with legal issues.

Networking and Partnerships

  • Establish and maintain collaborative relations with relevant partners and other project stakeholders working in the project areas.
  • Proactively participate in relevant working groups and coordination meetings.
  • Network with Specialists of other missions to share best practices and resources.
  • Liaison as needed with relevant national legal bodies

Human Resources

  • Support in the recruitment of relevant legal protection staff as needed/required

Mission support

  • Provide comprehensive legal support to the Mission, including review and clearance of agreements and contracts with suppliers and service providers, legal advice on operational and administrative matters, and support on migration, visa, and residency-related issues concerning expatriate staff, as required.

Requirements:

Education

  • Advanced University Degree in Law.
  • Registration as a lawyer is preferable.
  • Desirable Master degree (MA or LLM) in Human Rights, International Humanitarian Law or related subjects.

Professional Experience

  • Minimum of four years of relevant working experience in protection-related sectors.
  • Previous working experience with IDPs, refugees and returnees.
  • Experience in complex emergency settings involving internal displacements.

Professional Requirements

  • Excellent knowledge of the local legal system and legal procedures.
  • Strong theoretical, technical and practical background in protection.
  • Strong knowledge of international protection, human rights legal standards and psycho-social support.
  • Excellent computer literacy (Word, Excel, Power Point, Internet).

Personal Requirements

  • Excellent interpersonal and communication skills and ability to work and integrate in a multicultural team.
  • Strong analytical and report writing skills.
  • Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks.
  • Ability to work under pressure and as part of a team.
  • Commitment to INTERSOS principles.

Languages

  • English and Ukrainian: full professional proficiency
