REPORTS TO: Technical Head of Programme’s
LOCATION: Kyiv
GENERAL MISSION
Under the responsibility of the Technical Head of Programme’s, the Inclusion Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.
The Inclusion Specialist, strategizes, supervises the quality and coordinates the design, implementation and monitoring of HI’s Inclusion activities and project results in close collaboration and partnership with networks and organizations of persons with disabilities. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.
Mission 1: Expertise
Contributes to the national strategy in line with the global strategies:
- Provides sectorial technical input to the Programme’s Operational Strategy within his/her scope and in his/her sector, in line with the global technical strategy and ensure relevant follow up;
- Contributes on the basis of his/her time and experience to internal awareness rising and in designing and implementing tools to assess/monitor and improve HI inclusive programming (whenever possible together with protection specialist and partners);
- Supports the Technical Unit Manager in the definition of objectives, activities, targets according to the context of intervention and the mission Inclusion strategy.
Ensures technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope:
- Provides adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches;
- Provides disability and inclusion trainings (including «on-the-job training») and the accompaniment of international and local partners' staff, and HI team as appropriate / requested;
- Design and provide technical support and capacity development to key humanitarian actors using global frameworks and HI Inclusion
- Ensures adequate support to multi-sector responses within projects, in line with the other specialists;
- Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope;
- Contributes to recruitment and briefing when relevant.
Ensures technical learning from projects:
- Contributes to projects' capitalization and ensure technical learning from projects within his/her sectorial scope.
Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his/her scope:
- Ensures regular technical quality control of projects and programme’s and issue warnings and recommendations;
- Monitors the implementation of audit recommendations, if applicable, in his/her sectorial scope.
Ensures compliance of the technical proposition with nexus stakes:
- Identify opportunities for promoting disability inclusion in DRR, emergency preparedness or reconstruction policies, coordination and programming
- Liaise with thematic HQ specialist to strategize and resource accordingly (inclusive DRR, IG, IE, EI etc.)
Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial scope:
- Suggests and steers technical innovation projects in her/his scope, regarding the operationalization of the Inclusion strategy and the IASC guidelines on inclusion of persons with disabilities in humanitarian action;
- Analyzes gaps and entry-points for disability inclusion in the humanitarian coordination, reconstruction and development processes and within key partners' responses;
- Identifies the priorities of Research and Studies and steer R&S in his/her scope;
Contributes to the Technical Divisions professional channel animation:
- Take part to the global animation of the professional channels related to his/her sectorial scope
- Animates a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify needs regarding trainings);
- Supports the personal and professional evolution of the Inclusion staff, including capacity building, on job-coaching, mentoring, etc.
Mission 2. Influence
Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope:
- Represents the inclusion technical expertise of HI in clusters, national and regional working groups and other relevant networks;
- Contributes to advocacy on specific themes in line with the Inclusion / IHA strategy and operational strategy, promoting more participatory approaches. Ensures a harmonized technical message is provided during these working groups and that HI speaks in a common voice on technical issues;
- Contributes to communication messages locally in line with the global communication priorities;
Mission 3. Business Development
Ensure the development of major opportunities or new projects in the region under his sectorial scope:
- Contributes to the context analysis in his sectorial scope;
- Contributes to the design, conception and writing of new projects in the country;
- Identifies & develops local partnerships and/or consortium with NGOs, Institutions, on technical priorities or important topics in the country under his sectorial scope;
- To promote the identification and development of local partnerships with organizations of people with disabilities and persons with disability.
Mission 4. Coordination and reporting:
- Supports the teams to produce regular reports on HI activities (newsletters, case studies, activity reports, etc.)
- Ensures the quantitative and qualitative reporting through the tools, focusing on technical support outcomes and learnings;
- Contributes to projects reporting for donors and local authorities;
- Ensures regular internal reporting on your activities to managers upon his/her solicitation (field visit reports, coordination meeting, workshop, meeting minutes, etc.)
- Actively participates to coordination meetings and workshops;
- Contributes to efficient internal coordination between technical sectors and with other departments.
PROFILE SOUGHT
Qualifications
- Degree or diploma in Humanitarian Action/ Development studies, disability studies or other relevant social fields (anthropology, psychosocial, sociology, protection)
- English level B1 (Intermediate) or above.
Experience
- 5 years experience in I/NGO work in emergency contexts is compulsory
- 2 years experience in project management with I/NGOs is compulsory
- 1 year experience in advocacy related to disability and vulnerability issue with NGOs preferably in emergency contexts
- Proven training experience
- Experience supervising, accompanying and coaching others
- Experience of disability, emergency and development is an asset.
Skills:
- Understanding of humanitarian coordination and the protection sector is necessary
- The different schools of thought and explanatory models of disability, with a deep knowledge of rights-based approaches
- The disability situation worldwide: disability/poverty/development, statistics and prevalence, impairment categories
- Frameworks and mechanisms of international development cooperation and humanitarian assistance
- Developing capacity-building techniques for use with adults;
- Written and oral institutional communication in English and another international language;
- Excellent writing skills.

WORKING CONDITIONS
Contract: Employment contract (according to Ukrainian legislation), fixed-term.
Type of employment: Full-time, Office
